Job summary
An
exciting opportunity has arisen for the role of Head of Building &
Engineering (B&E) Capital Programme Management Office (PMO).
The
core purpose of this role is to provide a robust programme management framework
to the B&E capital investment programme, which is valued at around £25m per
annum.
As Head of B&E Capital PMO, you will provide
leadership in helping embed a culture of continuous improvement within the
operational function, embedding the function of the PMO to become an integral
part of the organisations management and assurance framework. You will be a
key member of the leadership team for the B&E capital programme.
Main duties of the job
The
post holder will manage and continually develop the Trusts B&E Capital PMO
function; leading the B&E Capital PMO team to ensure the programme of work
is supported and subjected to appropriate challenge and scrutiny.
Core
work will include ensuring that the team has the necessary skills, training,
and competences to deliver the B&E Capital PMO portfolio of work; managing
the B&E Capital PMO within budget; and day to day management of Programme
Managers.
The
work will involve supporting and reporting to a broad audience including, but
not limited to, Executive Directors, Associate Directors, Heads of Service,
finance colleagues and other leads across the Trust. The success of this post
will be underpinned by the development and maintenance of strong and effective
partnership relationships across the organisation.
Within the B&E Capital PMO you will apply best
practice learning and approaches from other health organisations and
non-healthcare sectors, with freedom to act based on your interpretation of
national and international guidelines on programme management, advising the
organisation on how these should be interpreted, and implementing as
appropriate.

The
primary purpose of this key role is to support the successful delivery of the
Trusts Building & Engineering (B&E) Capital Programme and
operationally manage the BE Capital Programme Management Office (PMO)
function.
The
role will provide continuity of leadership and management within the B&E
Capital PMO, with respect to the delivery of work streams that comprise the
B&E Capital Programme and the development and implementation of new
schemes as they are identified.
Accountable
and reporting to the Associate Director of Estate Strategy & Development,
the post holder will be required to work closely with, and in support of, the
Trusts Executive Directors, Associate Directors and Heads of Service
(including with Estates & Facilities and within Corporate Planning), and
project delivery teams.
The
post-holder shall ensure the maintenance of a robust programme management
framework, which ensures that programme activities are well co-ordinated,
closely monitored and accurately reported. They shall be responsible for the
development, management and co-ordination of programming, reporting, risk,
benefits, assurance, and quality standards.
The
Head of B&E Capital Programme Management Office will provide leadership in
helping embed a culture of continuous improvement within the operational
functions of the Trust, embedding the function of the PMO to become an
integral part of the organisations management and assurance framework.
The
post holder shall ideally possess a Programme Management qualification and
have a good understanding of how programmes and projects should be
effectively managed and governed in a capital projects environment,
demonstrating the ability to apply such knowledge and experience in a practical
way. The post holder shall demonstrate an ability to work effectively with
programme and project workstream leads and the wider organisation in order to
develop, implement and maintain systems and procedures.
As
an expert in and champion of organisational change and service improvement,
the post holder will need high levels of self-motivation, tenacity, and
resilience. Success in the role will necessitate the establishment and
development of strong and effective working relationships at all levels of the
organisation, with the ability to challenge and effectively support the
delivery of complex, multifaceted programmes, through the application of
structured programme management processes and interventions.
The

B&E Capital PMO, staff and budget.
