An exciting new opportunity has arisen within the cardio-respiratory CSU for a service manager to set up and manage the targeted lung screening program at LTHT. The Leeds Targeted Lung Health Check (TLHC) service aims to deliver low dose computed tomography (LDCT) screening to people at higher risk of lung cancer in Leeds. Lung cancer is the most common cause of cancer death in the UK, predominantly affects people from more deprived backgrounds and is therefore a major contributor to health inequalities. Lung cancer screening (LCS) diagnoses people with early-stage cancer where curative treatments are possible and has been shown to significantly reduce cancer deaths. This post will work alongside the clinical director and lead nurse, initially setting up the newly commissioned service and providing ongoing management following implementation.

Main duties of the job

The job holder will be a key member of the CSU management team and will work with members of the CSU and other senior managers in delivering the strategic development of services for targeted lung health checks.

The jobholder will:

Have overall responsibility for the management of the designated service area.

Provide leadership, strategic direction and planning for the service.

Ensure business processes are applied to optimise the effectiveness and efficiency of the service

Take the lead for the strategic and operational business planning for the service.

Line Manage designated professional and support staff and through them be responsible for managing all members of the multi-professional team.

Work closely with the Clinical Director, Lead Nurse and Consultants to ensure that local and national access targets are achieved.

Manage pay and non-pay budgets and be responsible for business and financial planning.

Take the lead in the capital planning process and operational aspects of service developments.

Ensure there are systems in place to promote/assure the quality of care given to patients within the department.

Managerial

Responsible for the operational management and leadership of the service.

Responsible for the line management of staff.

Responsible for the recruitment, appointment and retention of staff.

Acts as budget holder and authorised signatory and responsible for effective use of resources.

Provide accurate monthly reports to accurately document and manage staff attendance, including annual leave and sickness absence.

As Head of Service responsible for strategic planning and long term service development which may impact across the Trust.

Work collaboratively with other senior managers in the lung cancer pathway in the formulation of business plans to develop and improve the service.

Responsible for managing resources in order to achieve local and national targets.

Responsible for implementing National, Trust and departmental guidelines/policies which may impact across other departments or areas.

Creates and develops protocols of care and designs patient care pathways with the aim of providing best practice examples to others within the region and nationally.

Responsible for setting departmental standards and the development of operational policies that are in line with national protocols.

Responsible for workforce development and planning with the service.

Provide and maintain accurate statistical information as required for audit and other management purposes.

Responsible for the selection, procurement and commissioning of specialist medical equipment.

Ensure IT systems are developed, maintained and utilised appropriately.

Undertake regular performance development reviews on all staff.

Responsible for ensuring clinical supervision/mentorship is provided for staff within the department.

Participates in the teaching and training of junior staff.

Responsible for providing, developing and maintaining training programmes within the service.

Works in partnership with Higher Education Institutes, ICBs and Regional groups to establish research, development and training.

Initiates and participates in audit, research and development ensuring and enhancing links between practice, professional bodies and research institutes.

Human Resources

Responsible for the operational management and leadership of staff within the service.

Responsible for the recruitment, appointment and retention of staff.

Undertake responsibility for counselling, grievance, discipline and welfare matters and where appropriate implementing disciplinary procedures.

Clinical

Initiates and implements changes to protocols / working practice in response to national guidelines e.g. National Service Framework, National Institute for Clinical Excellence.

Communicates with all members of the multidisciplinary team to ensure the best possible care for patients, including: negotiating, reassurance, and persuasiveness.

Manages equipment faults in accordance with departmental policy.

Demonstrates personal duty of care for safe use of expensive and highly complex equipment. Is responsible for ensuring that others are fully trained in the safe use of such equipment within their specialist area.

Professional

Responsible for reporting clinical incidents and adverse events to the Clinical Management Team and external agencies e.g. Medicines and Healthcare Products Regulatory Agency if a pacemaker is malfunctioning due to component failure.

May be required to organises, develop and participates in the in service, Trust, University, PCT and external courses and training programmes, co-ordinating programmes, tutorials, individual training sessions and peer review.
