Job summary

The post holder must be capable of executive decision making, taking responsibility for acting on those decisions, implementing the requirements and being individually accountable for outcomes.The post holder will be professionally responsible and accountable for the standards, delivery, continual monitoring, risk management and review of operational performance and strategic development to ensure a professional, high quality, cost effective and efficient service to meet the demands of the organisation, its patients and staff. In addition, the post holder will be professionally responsible and accountable for the standard, delivery, continual monitoring, risk management and review of all Hospital sites for the Management/ Delivery of the Soft FM, Property management and commercial contract delivery to ensure a professional, high quality, cost effective and efficient service to meet the demands of the organisation, its staff and patients. The post holder will also play a significant role in contributing to the delivery of facilities and property Strategy including the delivery, development of the financial programmes at a strategic level and operational level.

Main duties of the job

The Capital Programmes & Delivery (HEAD OF CP) will be a project and programme delivery technical expert and a pivotal senior member of the Trust and of the estates senior leadership team. They will develop and lead the implementation of strategic capital programmes - planning and delivery across the entire estate, and will have leadership responsibility for the planning, project management and delivery functions - providing management, co-ordination, development, governance and assurance across all capital programmes and processes. The Head of CP will be the Trust's expert and technical adviser in relation to development and construction projects, and construction related statutory and regulatory legislation; such as the Health and Safety at Work Act, Building Safety Act, CDM, Control of Asbestos Regulations, etc including healthcare design standards and requirements such as Health Building Notes (HBN's) and Health Technical Memorandum (HTM's)

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in a construction programme and project management discipline,
  • Extensive specialist construction and project management knowledge, acquired through post graduate studies or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • To have substantial experience of delivery and managing a capital development service including dispute resolution processes.
  • Good understanding of legislation governing the provision of constrcition and project management services in a health care setting and the ability to translate this into strategy and practice - including, knowledge and understanding of NHS Guidance, Design Standards, Heath Building Notes, Health Technical Memoranda and Statutory legislation.
  • Extensive knowledge of financial management, procurement, performance and contract management
  • Excellent Stakeholder management skills and ability to present at Board level.
  • Demonstrate an understanding of Trust values

Desirable

  • Demonstrate an understanding of the background to and aims of current healthcare policy in London and appreciate the implications of this on estates development & management
  • Experience in a Health/mental health, higher education or other similar environmen
