Job summary

To be the Trust-wide lead for Security Management and violence reduction fulfilling the role of Local Security Management Specialist (LSMS) as defined by Secretary of State Directions and the NHS Standard Contract.

The post-holder is required to forge and maintain excellent working relationships with managers at all levels, and working predominantly autonomously with Directors, senior and other managers and staff across the Trust and carrying out the Informed Client Role with the contractors appointed to delivery security and car parking services

In particular, the post holder is expected to collaborate closely with clinical leads regarding the prevention and reduction of violence towards staff. These professional leads will include, but not be limited to, Nursing, Mental Health, Mental Capacity and Safeguarding.

The post holder acts as the Trust lead on car parking matters both in the day to day operational management of the service delivery but also to support the Strategic Head of Facilities and Property Services in implement relevant policies and procedures for staff, patients and visitor's car parking.

Main duties of the job

To ensure that the Trusts security is managed safely and cost effectively within statutory and mandatory requirements.

Operationally responsible for the implementation and maintenance of security CCTV and access control systems. This will include critical analysis of performance and financial outcomes.

To appoint, lead and guide technical and professional advisors in relation to securing expert advice in all matters pertaining to security and car parking services.

Job responsibilities

  • Post holder will receive highly complex and confidential information that is required to be disseminated to clinical and nursing colleagues throughout the hospital via various mediums.
  • Post holder will be responsible for attending appropriate committees to present reports and give assurance on security and violence performance
  • Post holder will be the Trust lead for any negotiations with 3rd party contractors on changes in service specification, price, lifecycle and maintenance of all 3rd party contractors
  • Post holder communicates with internal staff and external agencies such as NHSE/I and DHSC to ensure compliance with performance targets and strategic objectives.
  • Delivery of Trust/department objectives and business plan: Trust Lead for development, implementation and where appropriate management, monitoring and reporting of Trust and Departmental Strategy, objectives and business plans for Security Management, Violence Reduction and Car Parking
  • Responsible for ensuring the Security & Car Parking Team deliver their responsibilities in a timely fashion, liaising with the external security & car parking providers as appropriate and ensuring the staff permit system operates effectively.
  • To be the Trust lead to ensure that the security and car parking contract deliver value for money, operate within contract limits and to identify efficiencies and savings wherever possible.
  • Overall responsible for ensuring all documentation associated with operational security and car parking management within the department is in place, used appropriately and stored in a secure manner.

  • To have overall responsibility for updating PAS and patients health records regarding issuing and retracting of yellow and red card sanctions and to maintain a central register of warnings issued.
  • To be responsible for responding to all Freedom of Information (FoI) Requests relating to security and violence.
  • The post holder is responsible for providing the security and violence section of the Induction Handbook for new starters.
  • Conduct routine research and development of security policies, procedures and guidelines to provide a safer and more secure environment complying with legislation, codes of practice and best practice.
  • To advise on security matters in respect of the development of all Major and Minor Capital project.
  • The post holder has responsibility for the management of the access control system and ensure that policies are developed and maintained.
  • The post holder will be responsible for ensuring all complaints regarding security and car parking from the public are responded by the department within the Trusts time scales.

  • To ensure that all security management work is carried out within a professional and ethical framework and in accordance with the values of the Trust.
  • To collaborate closely with relevant clinical leads to develop and maintain an integrated clinical and non-clinical approach to the management, prevention and reduction of violence and against staff by patients and visitors.

  • To provide specialist security advise on security to Senior Managers and Clinicians within the Trust: working with them to ensure that the services provided are developed in such a way as to be consistent with the trusts strategic plans and future objectives.
  • To advise on and implement deterrents of security breaches and incidents and to raise awareness of what the consequences could be for those minded to breach security and to ensure that security breaches are detected and reported.
  • Advising the Trust on having appropriate strong and robust measures in place to ensure NHS property and staff are protected.
  • Identifying training needs of staff in relation to security incidents or breaches such as the prevention and management of violence and correct use of security systems.
  • To work with the Police to ensure that all criminal sanctions are applied against those who commit crime within the Trust; and where possible obtain redress. Monitor and track cases reported to the police, and provide regular feedback to the Trust and the relevant staff involved.
