Job summary
Chelsea and Westminster NHS Foundation Trust and the Royal Marsden NHS Foundation Trust have formed a procurement collaborative in order to deliver common goals to deliver an efficient and effective procurement service and meet on-going savings targets.
The team will consist of Projects and Tenders Managers who are responsible for the procurement of all goods and services within a category of expenditure ensuring goods and services meet operational quality standards and are within budgets.
They will be supported by Projects and Tenders co-ordinators in ensuring all expenditure is compliant, and that the catalogues represent agreed supply arrangements for the trusts.
A Transactional team will be responsible for maintaining the procurement catalogue and ensuring all goods and services are requisitioned and ordered in line with Trust policies.

Main duties of the job
- The post holder is responsible for the management of specific projects and tenders across all trusts in the collaborative.
- The purpose of this role is to ensure the management and delivery of Projects and Tenders in line with Trust's needs, recognising market trends and national initiatives.
- The post holder will be responsible for ensuring that all major contracts and tenders are reviewed and renewed in a timely manner to avoid going out of contract.
- The post holder will be responsible for ensuring compliance of the use of Trust contracts and have an on-going system of review of Trust contracts..
- The post holder will be required to conduct major procurement exercises, using best practise project management and tender methodologies, to secure standardised products and services
- The post holder will have recognised and demonstrable expertise in (clinical or non- clinical ) key areas of activity
- The post holder will be responsible for completing capital projects from start to end
- The post holder will be cognisant of and able to apply Public sector procurement rules and regulations in all areas of activity and be able to assess and advise on compliant routes to market.
- The post holder will maintain a portfolio of projects and tenders and work to agreed deadlines, reporting weekly on progress and supporting Head of Projects and Tenders in developing monthly reports for Trust's key review groups.

Support senior procurement managers in leading the negotiation of complex/ high value commercial contracts with suppliers, including planning the negotiation strategy.
- Support the preparation of detailed analysis / options appraisal for business cases and product/ services switches for approval by member organisations.
- To be able identify and understand potential legal challenges, and with Senior managers and Legal support where necessary, in from unsuccessful bidders through the de-brief procedure as set out under the Public Procurement Regulations and where necessary through formal arbitration.
- Be responsible for ensuring that that all goods and services are selected and procured compliantly with public sector procurement regulations and framework contracts.
- Maintain on-going relationships with key suppliers to ensure all identified benefits are delivered through the full contract lifecycle.
- Be responsible and accountable to the Head of Projects and Tenders for the management and the timely renew of contracts
- Be responsible for ensuring all contracts have appropriate KPIs and services standards which are agreed an understood by end users.
