Job summary

The Broadgreen Executive Managing Director and the Broadgreen Hospital Leadership team are pleased to welcome applicants to share their interest in the position of site Director of Operations and join them as a senior Board member.

This unique role provides an excellent development opportunity to the successful candidate to further their leadership skills by working at a board level, in addition, to collaborating closely with the wider Executive team and be part of the senior leadership team for Liverpool University Hospitals.

Reporting to the Broadgreen Executive Managing Director, the site Director of Operations will work as a key member of the leadership team to deliver the hospital's strategic aims and objectives.The role is key to developing and delivering the overall vision, strategy, and service model for the site in partnership.

Main duties of the job

  • You will provide leadership to deliver plans to meet all national and local performance criteria and targets, whilst operating within agreed financial parameters.
  • You will contribute to the development and implementation of LUHFT strategy, in the context of national and local priorities.
  • You will be responsible for developing clinical strategies alongside Hospital Leadership colleagues, and then ensuring that those strategies are delivered.
  • You oversee the delivery of operational and clinical transformation plans that underpin the delivery of the hospital's improvement programme and financial savings plans.
  • Your role will include ensuring timely and accurate performance information is available to support the decision-making process of the Board of Directors and that resources are used efficiently, to optimise healthcare delivery within a financially viable and stable environment.

About us

Broadgreen Hospital treats patients from across Cheshire and Merseyside and is home to several elective (planned) surgical, diagnostic and treatment services, out-patient clinics, together with specialist patient rehabilitation. It is co-located on site with Liverpool Heart and Chest Hospital NHS Foundation Trust (LHCH) and the Broadoak Unit, which is part of Mersey Care.

In recognition of the strategic collaborative intent for the City of Liverpool, Broadgreen Hospitals Joint Committee has been established between LUHFT, LHCH and Merseycare, working in partnership in the future development of services at the Broadgreen site. Our collaboration extends extensively by working closely with system partners. A new development will be to provide the site with access to Critical Care at LHCH to provide comprehensive care to medically complex patients, in addition, several new services have now been implemented at the Broadgreen site.

The site has been recognised to have high levels of staff engagement, possess a positive culture and a robust governance process. This enables the successful candidate to join the team with an excellent foundation and develop further the successful achievements made by the existing Hospital Leadership team in relation to operational performance, quality and safety, people, and organisational development indicators. In addition, a research strategy is being developed for this site.

Service Delivery and Performance Management1.1 Delivery of all national and local performance standards through the establishment of site and divisional performance objectives and appropriate infrastructure to support the level of performance required and ensure regulatory requirements are achieved.1.2 Lead Divisional General Managers, Associate Director of Nursing, Divisional Medical Directors to ensure excellent and reliable patient care is delivered through continuous improvement in quality of care and monitoring of high standards of service delivery.

1.3 Ensure Divisional teams utilise performance information to facilitate monitoring of performance and develop recovery to improve efficiency and quality.

1.4 Develop an effective and transparent performance management framework which ensures clear accountability for delivery across Divisions, prompting recovery of under-performance and recognising success.

1.5 Budget responsibility for the hospital site ensuring that the hospital site meets its financial targets and delivers agreed cost improvement programmes with the Trusts corporate financial obligations.

1.6 Participate in the Trusts on call arrangements out of hours ensuring that internal and external escalation procedures are clear and always followed.

1.7 Provide regular performance and exception reports to the Hospital Management Board, Trust Board & Committees.

1.8 Lead on projects which may be necessary to deliver operational performance and/or cost and service improvement plans.

1.9 To develop policies and procedures and maintain awareness of relevant regulatory and government policies in relation to all aspects of the organisation

Planning & Commissioning2.1 Play a key role in engaging staff in the development and implementation of service reconfigurations, particularly in relation to proposed changes ensuring benefits identified are realised.

2.2 Lead on the hospital sites Quality Improvement/ Transformation programme in collaboration with the Trusts Quality Improvement/ Transformation Teams. This will include identifying, developing, and delivering appropriate service improvements / reconfigurations.

2.3 Lead on the hospital sites contribution to the annual planning process, ensuring realistic and achievable plans are developed to deliver site and Trust objectives.

2.4 Ensure that operational plans are based on an understanding of expected demand and required capacity to meet short- and medium-term objectives. Ensure that these plans include long term and innovative workforce planning to ensure the ongoing sustainability of clinical services.

2.5 In conjunction with the contracts team, contribute towards the contracting processwith commissioners to ensure that clinical and operational priorities are considered.

2.6 Contribute towards the planning and implementation of the Trusts estates strategy and capital programme.

2.7 Lead the hospital site with external developments and service reconfigurations.

2.8 In collaboration with the Executive Managing Director / Hospital Leadership Team, oversee and support the production and assessment of plans and cases of need.

2.9 Work with all health and social partners in demand and capacity planning including winter planning) and in developing/changing services accordingly to meet future needs.
