Job summary

  • To lead the strategic development of the Trust's Clinical Coding Training & Audit Service in accordance with both national initiatives and local requirements.
  • To work with the Head of Clinical Coding, the Head of Performance, the Head of Business Intelligence, Divisional Chief Operating Officers, Clinical Directors and Finance Leads to ensure that the Trust has robust systems in place to deliver the highest level of accuracy with regard to data capture, data assignment and coding, data validation and income optimisation.
  • To manage the provision of a professional Clinical Coding Service, ensuring liaison and communication across all levels of the organisation so that the Trust has the highest standards of clinical coding and data quality.
  • This post involves close liaison with a wide range of multi-disciplinary staff, internal and external to the Trust, advising on coding issues, this includes Senior Executives, Clinical Directors, Connecting for Health, the MIAA, independent contractors and the Department of Health.

Main duties of the job

To both operationally & strategically manage the Clinical Coding Training & Audit Service to ensure that the department continues to develop in terms of coding expertise and to ensure that patient records are accurately and efficiently coded to National standards within the specified timescale.

To be responsible for the resolution of complex local coding queries, particularly those arising from Trust Clinical Governance software - Doctor Foster Intelligence etc and where this cannot be resolved locally for the escalation through the appropriate channels in accordance with national policies and procedures.

To maintain overall line management responsibility for the Clinical Coding Training and Audit department, including departmental and individual performance monitoring, appraisals, development of PDP's, induction programmes for new staff and Management of Human Resource issues e.g. disciplinary, sickness and absence, recruitment and retention of staff in line with Trust policies.

Job responsibilities

  • To both operationally & strategically manage the Clinical Coding Training Service to ensure that the department continues to develop in terms of coding expertise and to ensure that patient records are accurately and efficiently coded to National standards within the specified timescale.

  • To be the Trust representative at the Regional Clinical Coding Advisory group and feedback on / action any issues raised as appropriate.
  • To ensure that national guidelines and standards are adhered to so that high levels of coding accuracy and consistency are maintained and the Trust does not knowingly submit fraudulent data to the Department of Health and purchasers of healthcare.
  • To be responsible for the development, implementation and maintenance of the Trusts Clinical Coding Policy and Procedure Document in line with national guidance and in line with this to continually review the coding process to improve efficiency. This will include developing and implementing new processes and re-designing existing ones as appropriate.
  • To constantly review opportunities for income optimisation through efficient coding practice and liaison with clinical teams.
  • To be responsible for coding aspects of implementation, maintenance and ongoing development of information systems/applications required to deliver accurate and auditable coding.

  • Devise and implement a program of random and targeted clinical coding audits for all specialties across the Trust, involving and consulting with clinical coders, clinicians and managers to enhance the accuracy and completeness of clinical coding and consequently ensuring income is maximised for all specialities within the Trust as per the National Clinical Coding Standards. A critical element of this post is to ensure that coded information used to produce the HRG is as accurate as possible.
  • Assess, analyse and report on audit findings providing recommendations to senior management such as training needs of coders and documentation issues relating to patients records which may impact of the accuracy and timeliness of clinical coding.
  • Raise awareness of the value of the clinical coding function and promote innovative ideas for service improvement in an environment where innovative ideas for service improvement are actively encouraged and implemented.
  • Support the Assistant Director of Performance and Information, Head of Performance and the Head of Business Intelligence in analysing and interpreting complex clinical information and data in order for problems and anomalies regarding data quality can be recognised and rectified.
  • To be the point of contact for any external coding audits, including the annual PbR Data Assurance Audit. This will include responsibility for the completion of pre audit questionnaires and pre and post audit meetings with external auditors.
