Job summary
An exciting opportunity has arisen to work within the High Consequence Infectious Disease (HCID) Airborne & Contact Network and Highly Specialised Commissioning teams. This Role will be a national administrative programme manager for the HCID A&C network. You will be a transformational leader with exemplary previous or current leadership experience, required to provide support advice with relevant stakeholders.
Lead, coordinate and plan defined areas of work as agreed by and with NHSE, HCID Director lead centres. You will seek to standardise national processes and planning operations for current Adult, Children and Intensive Care centres as well as support opening new centres across the UK.
The post holder will also support the network activations and in particular lead on data collection with EPRR and Specialised Commissioning. Support draft reports summarising status on issues and providing feedback and progress reports.
Main duties of the job
Key Responsibilities
1.Develop and deliver a national library of HCID SOPs for all networks that can be accessed by the network, updated, and will facilitate HCID expansion.
2.Review the SOPs in each centre
3.Oversee the role out of HCID expansion and facilitate, in conjunction with the national director this safe and supported expansion
4.HCID activation
5.Facilitate the financial returns for inpatients, to streamline these and facilitate their reproducibility in all centres.
6.Develop an agreed national guideline of roles in each centre
7.Facilitate annual returns from each centre, including safe PPE training.
8.Develop and deliver on a process of mutual support and oversight of the HCID centres for staff, public and patient safety.
9.Oversee capacity and monitor any centre closures
10.Help the national Directors deliver on the agreed goals and trajectories over the 3-year terms.
11.Ensuring that Specialist Regional Infectious Disease Centres link in with the HCID centres, and that there is a national network with a link in for every DGH
- Linking with the devolved nations and crown dependencies to provide advice and guidance re training and preparedness
13.Support the coordination setting up and of network subgroups e.g., pharmacy, critical care, maternity
- Support the national pandemic preparedness strategy development
15.Support the roll out of pandemic response
- Disseminate learning and training materials

Work autonomously within professional boundaries to use specialist High Consequence Infectious Disease (HCID) expert knowledge across the network to lead planned projects over the next 5years. Oversee national operating procedures and other activities under the HCID Specialised Commissioning services. Where necessary, use the latest evidence to inform practice.
Support, develop and work on research projects and activities alongside UKHSA, NHSE, HSE as well as present and share work nationally and internationally at conferences and HEIs, such like Liverpool School of Tropical Medicine, London School of Tropical Medicine, relevant university training programmes, European Congress of Clinical Microbiology & Infectious Diseases (ECCMID), Government Agencies (Pandemic Preparedness Group, Adult & Children Health, and Social Care Services), Work Health Organisation.
Oversee the development and achievement of the annual quality clinical strategies and standard Operating Procedures provided to the HCID network by relevant stakeholders
Support draft reports summarising status on issues and providing feedback and progress reports
Support and oversee sourcing of HCID PPE, ensuring appropriate selections meeting minimum requirements set out by the HCID network and in accordance with UKHSA & HSE Standards.
Select and review appropriate suppliers, examine that costs do not exceed specified budgets, and were possible seek to find suitable alternatives in accordance with approved appropriate stakeholders. This could be working with agencies outside of the UK.
Support overseeing alongside NHSE Commissioning & Highly Specialised Services (HSS) the HCID network budget of approximately £5,000.000 across Adult, Childrens & Intensive care HCID units. This will include reviewing expenditure of national & local training programmes, procurement of PPE / specialised equipment, costings to maintain that centres can are functional in accepting HCID patients <6hrs as set out by commissioning agreements, to maintain national Standard Operating Procedures and training record reports, research programmes including trial medications, hosting / attending national and international meetings, Workforce staffing costings.
Where possible may need to review centre budgets in accordance to requirements, needs and pressures as the network deems fit, including monitoring centre closures.
A high level of communication is required to communicate passionately, effectively, and persuasively across a diverse set of stakeholders; and able to create processes and structures to facilitate effective communication both internally and externally.
