Job summary
Finance Manager (Costing) will assess the financial implications of new NHS policies and produce & analyse costs for both NHS and private patient care such as to maximise income to the Trust. Additionally, they will develop patient level costing reporting to aid management decision making.
Prior NHS Costing experience (e.g. leading on a Trust's National Cost Collection submission) and a relevant accountancy qualification (recognised by CCAB) are strict requirements for this role.
Main duties of the job
- To review proposed changes to national financial regimes by NHSE and to produce option appraisals for consideration by senior staff as to the likely impact on the Trust.
- To assist in providing recommendations about appropriate courses of action to protect existing income and maximise future income to the Trust by modelling the impact of financial changes with relative sensitivities.
- To assist in responding quickly and appropriately to new guidance, policy and draft policy as it is issued for consultation regarding proposed changes in NHS financial regimes and advising on how this may affect the Trust.
- To represent the Trust on national costing groups, such that the Trust can influence the national agenda on activity and costs.
- To produce the Trust's National Cost Collection (NCC) submission in a timely and accurate manner in accordance with national guidelines.
- To review all cost elements included in NCC submission, in conjunction with Finance Managers/Directors, to ensure they are accurate and meet national definitions.
- To design methods to ensure the appropriate allocation of all non-commissioner income for the Trust.
- To analyse the National tariff against the Trust NCC submission and identify reasons for variances.

- Able to understand and apply the concepts and techniques for budgeting, financial planning, costing, pricing and financial reporting
- Able to demonstrate a detailed knowledge of NHS finance and key performance targets for the Trust
- Previous staff management experience and/or able to demonstrate an understanding of good personnel practice and its application
- Experience of negotiating and agreeing deadlines and standards of quality of work with other departments
- Experience of producing management reports and analysis for budget holders and other Senior Managers in a manner which aids effective control and decision making
