Job summary

Under the Direction of the Head of Emergency Preparedness, Resilience and Response as a member of the UHSussex Emergency Preparedness, Resilience and Response Team aid in the delivery of the Trusts Emergency Preparedness, Resilience and Response (EPRR) work programme. The Emergency Preparedness, Resilience and Response Team is responsible to ensure that EPRR corporate responsibilities are met and provide assurance that the Trust complies with relevant legislation and guidance, that co-ordinated systems are in place in all areas of the organisation to ensure that core critical services are maintained in response to any reasonably foreseeable event. As a member of the EPRR Team, the post holder will be central to supporting the Trust in achieving and maintaining compliance against the Civil Contingencies Act 2004, and any associated Emergency Preparedness, Resilience & Response (EPRR) guidance, including NHS England's (NHSE) Core Standards for EPRR. This will provide experience and exposure to understanding how one of the largest NHS Acute Trusts functions and an opportunity to work with UHSussex colleagues at a Strategic, Tactical and Operational level. Support the Trust by reviewing and updating existing emergency and business continuity polices and plans, assisting with EPRR training and exercising programmes and supporting the response to any potential incidents or emergencies.

Main duties of the job

Produce and maintain robust documentation and work across multiple sites and clinical delivery groups.

Work with the EPRR Support and Administration Officer in providing programme and administrative support to the team to ensure delivery of projects.

Communicate with external partners including commissioners and regulators many of which are time sensitive requirements and need to be treated with utmost confidence and professionalism.

Working in conjunction with the UHSussex Emergency Preparedness, Resilience and Response Team and reporting to the Head and or Deputy Head of Emergency Preparedness, Resilience and Response in undertaking the following main duties and responsibilities:

Facilitate the development and maintenance of robust departmental business continuity and emergency incident plans and responses across the organisation.

Prepare plans and progress towards appropriate levels of preparedness, ensuring that response arrangements are based on the best available evidence and guidance

Be aware of organisational changes that may affect the operation of the major, critical and business continuity incident procedures, amend procedures and develop overall knowledge.

  • Ensure that the planning process, risk assessment and reviews are carried out in line with internal and external assurance and quality standards for emergency preparedness and organisational resilience to demonstrate that the relevant standards are achieved and can be appropriately evidenced.
  • Assist the EPRR Support and Administration Officer in maintaining effective and accessible information systems to record emergency planning and business continuity data, ensuring that this is accessible in the event of an incident or issue.

In liaison with the EPRR Training and Exercise lead assist in the development, design and delivery of all training on emergency planning and business continuity to staff and managers across the Trust ensuring that courses are updated to incorporate changes in local policy and external guidance and best practice.

In liaison with the EPRR Training and Exercise lead assist in the conducting regular testing/exercising of all plans is undertaken in line with the requirements under the Civil Contingencies Act 2004, the NHS England Emergency Preparedness Framework.

In liaison with the EPRR Training and Exercise lead, ensure that the testing and monitoring of all equipment/PPE etc is conducted regularly and that accurate records are kept.

Undertake and lead on a range of projects relating to Business Continuity/ Emergency Planning, and where necessary, the preparation of appropriate briefing papers for Trust Executive Group and Senior Management meetings.

Make a significant contribution to the development of Trust policy in relation to emergency planning and business continuity, ensuring that procedures are updated in relation to national changes in NHS guidance and practice.

Provide a source of knowledge and advice on the theory and practice of emergency incident response and business continuity planning.

Work autonomously and deputise for the Head/Deputy Head of Emergency Preparedness, Resilience and Response in their absence.

A key member of the Local Resilience Forum and other Resilience groups, develop divisional link roles responsible for emergency planning and business continuity.

Representing the trust in local, regional and governmental meetings and discussion groups and contribute to policy where necessary.

Be seen as an expert for the Trust on all areas of Emergency Preparedness Resilience and Response but focusing specifically on Business Continuity issues.
