Job summary
Oxleas NHS Foundation Trust are seeking someone to join their successful ICT Department as a ICT Business Manager to help support and manage the running of the ICT department. Working with the management team to make sure the department continues to improve and develop their services to the Trust.
The post holder will be responsible for working with the Head of ICT department in relation to matter such as Budgets, policies, Contracts, new business, internal processes.
This role will involve working from include both working from home and in the office. There may be a requirement to travel down to our offices in the South West on occasions.
This role would require any applicant to hold a full Driving license and access to a vehicle.
Main duties of the job
Overview of the Post
- The role of the ICT Business Manager will be to support the Head of IT in all aspects of managing the administration of the ICT department, including Finance, Policies, Processes, Contracts
- Responsible for maintaining policies relating to ICT
- Responsible for supporting the negotiation of contracts
- Will ensure that the ICT department Revenue and capital programs are on track and within budget
- Expected to produce and amend policies, procedures and standard documentation in relation to the ICT department and systems
- Responsible for managing the financial and contract side of the Trusts Telephone contract
- Work with the Head of ICT to plan and develop future ICT strategies
- Assist with the co-ordination of department updates and other communications

Business Cases
- To work with senior managers within the ICT department on Business cases relating to any ICT service development, new business and capital cases.
- To present business cases to the Head of ICT for approval prior submission to the board.
- Meet with all relevant parties to obtain information to support the development of business cases.
- Work closely with Finance and 3rd parties to ensure all relevant information is contained within the business case.
Cost Improvement Programmes
- To work with department project managers to manage the implementation of cost improvement opportunities which have been identified by Department management team.
- Manage a plan of activities and tack progress of tasks and milestones
- Challenge staff (at all levels) to deliver their commitments.
- Find alternative ways to overcome challenges during delivery, showing tenacity in the delivery of outcomes/breaking down barriers.
- Work closely with Finance to ensure the CIP tracker is up to date.
- Meet regularly with ICT management and 3rd parties to review progress.
Finance
- To support the Head of ICT in managing the budget of the ICT department.
- To create regular reports of the ICT budget for the Head of ICT
- Work closely with senior management within the ICT department to make sure budgets are being meet.
- Closely monitor some of the more complex budgets such as the telecoms and network contracts.
- Working closely with Finance to make sure budget information is correct.
- Monitor both the revenue and capital budgets for the year.
Contract management
- To work closely with 3rd parties relating to all contracts and review meetings
- To monitor that all contracts are being adhered to and reporting to Head of ICT on any failures or short comings.
- Working with other managers within the ICT department to make sure all contracts are correct and relevant.
- Manage a list of all contracts held and supported by the ICT department.
Business planning
- Work with ICT managers to produce future Trust and department plans.
- Support the development of department policies and procedures.
- Work with ICT management and other information assest owners to produce and maintain business continuity plans.
- Help plan and manage department meetings and committees.
- Assist with the co-ordination of regular department updates and other Trust communications
