Job summary

To lead and take operational responsibility for the timely provision of high quality and affordable Estates services to clients, staff and the public. These services are provided to and through a combination of Service Level Agreements with neighbouring NHS Trusts, by private contractors and through Private Finance Initiative consortia to c60 Trust properties.

Job description

Job responsibilities

1. Manage, monitor and advice regarding plant, equipment or system failures. Communicate and co-ordinate any actions required to maintain and restore systems. Arranging temporary measures if needed and keeping all affected departments/services fully up to date on time frames, actions and outcomes.

2. Responsible for the management of the following building services at QMH and provide support to facilities managers on the wider estate:

a. HV & LV electrical distribution and sub systems

b. Generators

c. HVAC Systems

d. Water systems

e. Building Management systems (BMS)

f. Lifts

g. Gas Services

h. Boiler systems

i. Fire alarms systems

j. Nurse call systems

k. Building fabric maintenance

The above list is not intended to be an exhaustive list but to illustrate the diversity of plant and equipment at QMH.

3. Effectively manage the day-to-day performance of the maintenance contractors. This will involve the co-ordination of services as well as expertise in maintaining uniform and safe standards across all locations, whilst at the same time allowing scope for local needs and conditions.

4. Ensure that rigorous scheduled service monitoring, management and review arrangements are in place. Ensure remedial actions are identified and undertaken where necessary in line with relevant legislation and standards.

5. Inspect all areas of QMH as required to ensure that hard facilities services are carried out in line with contract specifications. This will involve liaising with ward staff and clients to ensure access to patient bedrooms and clinical areas.

6. Actively manage asset register for QMH, ensuring it is up to date.

7. Audit contractors PPM activity. Challenge discrepancies and misinformation and if necessary, escalate to Estate Manager and Contracts Manager.

8. Review incumbent contractors CAFM systems, ensuring QMH site information and documentation is readily available and up to date.

9. Assist with gathering and collation of information for statutory returns including ERIC, FOI, PLACE, PAM, CQC etc.

10. Ensure that information relevant to QMH is up to date on MICAD.

11. Assist and participate in the market testing of estates services. This includes review of service specifications, collating site related information, arranging and co-ordinating bidder site visits and being part of the evaluation and mobilisation panel.

12. Establish and chair meetings. Take minutes and ensure action notes are updated and distributed.

13. Take ownership for the development of all documentation relating to operational Estates and Facilities issues for QMH including standing operational procedures (SOPS) and operational manuals to ensure relevant and up to date information is available to building stakeholders and in the shared drive.

14. Ensure compliance with the Trusts legal duties under Construction & Design Management Act 2015(CDM), Fire Precautions Act, Health and Safety at Work Act, RIDDOR, COSHH, Water Regulations, Workplaces (Health and Safety and Welfare) Regulations 1992, Control of Asbestos regulations, Electricity at Work, Lifts and other relevant legislation pertaining to the occupation and running of premises.

15. Manage small works, lifecycle replacements, compliance works, furniture and equipment replacements etc. This includes the preparation of briefs and specifications, obtaining quotes, requesting capital funding, supervising contractors and conducting snagging post completion to ensure works are completed to the required standards.

16. Liaise with utility companies in the event of a breakdown at QMH. Ensure that alternative supply is always available, and that site and tenants are kept informed.

17. Identify backlog maintenance issues and develop plans to implement maintenance strategy/planned maintenance programme.

18. Develop, implement and test Business Continuation Plans for QMH.

19. Action recommendations from the following bodies: Infection Control, Care Quality Commission, fire risk assessments, fire improvement notices, EHO Food hygiene, DDA reports, NHS Estates Alert, National Plan, Health and Safety assessments etc.

20. Use a range of technical equipment to monitor environmental conditions including temperature, heat gain etc.

21. Attend and chair meetings as deemed reasonable in line within roles and responsibilities.

22. Carry Trust communication devices (pagers/radios) to facilitate immediate response to emergencies.

23. Available to attend site out of hours to oversee planned shutdowns and emergency situations. Manage and appropriately escalate any emergencies that arise.

24. Liaise with the Trusts Estates Compliance Manager in relation to remedial works following on from statutory and HTM inspections. Relaying back on their progress and completion.

25. Deputise for the QMH Facilities Manager in times of absence.
