Job summary

Oriel is our initiative to create a new, purpose-built centre of excellence for eye care, research, and education. It is a joint venture between Moorfields Eye Hospital, the UCL Institute of Ophthalmology (UCL IoO) and Moorfields Eye Charity (MEC). Together we will relocate all services from Moorfields Eye Hospital on City Road and UCL IoO on Bath Street, to a new, integrated centre in St Pancras, Camden. Construction is well underway; all 10 levels of the centre have been built. The new centre is due to open in 2027.

This role provides an opportunity to join the programme team at an exciting time, strengthening the transformation and operational capacity and capability across the programme, particularly in relation to achieving operational readiness for the transfer of services to the new site.

As a Senior Operational Change Manager, you will lead one or more workstreams, including the Move Management workstream.

The Move Management workstream's focus is to achieve the safe and smooth relocation of MEH services and infrastructure from the City Road campus into the new eye centre and other network locations, minimising the impact on clinical service delivery, and culminating in the compliant decommissioning the City Road campus.

Main duties of the job

You willbe responsible for planning, delivering and evaluating these workstreams, ensuring that the core principles of programme management are adhered to. You will need to work strategically as well as operationally, to lead the workstreams, working closely with SROs and workstream leads.

Experience in both programme and operational management is a must as you will be required to work across departments and all levels of the organisation. As well as being technically competent, you will need to possess excellent interpersonal and communication skills to work effectively with multiple internal and external stakeholders.

The role will be responsible for ensuring delivery of the following:

  • a move plan, setting out at department level, the responsibilities and actions required to prepare for and execute a successful transfer

  • pre-move induction, training, orientation and familiarisation phases

  • a move communication plan

  • clinical activity plan for the move and post-move period

  • appointing a specialist move management company

  • planning and establishing a move control centre to coordinate move-in activities

  • operational handover plan and review

  • a decant and decommissioning plan for the City Road campus

Programme Management & Delivery

  • Lead key Oriel workstreams, in particular the Move Management workstream. This will include setting and maintaining workstream governance, developing detailed project plans and implementation.
  • Design and deliver planning workshops with a range of Oriel stakeholders.
  • Maintain effective relationships with SROs and workstream leads, working closely with the SRO of allocated workstreams/programmes to ensure delivery against goals.
  • Provide robust leadership to project teams, including holding individuals to account for delivery, ensuring a high quality standard of project reporting and outputs, and providing strategic direction where appropriate.
  • Manage stakeholder relationships accordingly, to ensure project delivery.
  • Ensure the clinical teams have buy-in to programme goals, taking people on a journey of change in order to embed and sustain changes.
  • Ensure patient and staff involvement are embedded in workstream activities.
  • Deputise for the Director of Operational Change Oriel as required.

Partnership & Team Working

  • Maintain effective relationships with Oriel partners, ensuring that workstreams align with wider partner strategies and goals.
  • Manage external contractors where required, overseeing delivery of contracts within workstream remit.
  • Act as a change ambassador, providing support and coaching to colleagues as necessary, advising on project management & delivery, stakeholder management and quality improvement methodology where required

Governance

  • Ensure all workstreams within your remit adhere to agreed performance & reporting standards, templates and formats, including clear and measurable benefits, project tracking, risk & issue management and agreed milestones which demonstrate progress.
  • Ensure all workstreams within your remit are set up with appropriate governance structures, meeting schedules and reporting processes which align with the overall Oriel programme governance requirements
  • Support the Director of Operational Change Oriel in reporting workstream delivery at Oriel Executive Board (or equivalent), and any other Trust meetings as necessary, preparing reports and presentations, and deputising at meetings where required.
  • Ensure workstreams are compliant with corporate policies, in particular ensuring information governance (IG) and quality and safety policies are adhered to. Provide support and guidance to junior team members on ensuring appropriate corporate policies are followed.
