If so we are looking for a Programme Manager to join the busy team responsible for Oriel, a joint venture between Moorfields Eye Hospital, the UCL Institute of Ophthalmology and Moorfields Eye Charity to create a new, purpose-build centre of excellence for eye care, research and education.
Together the Oriel partners will relocate all services from Moorfields Eye Hospital on City Road and UCL IoO on Bath Street, to the new, integrated centre in St Pancras, Camden. Construction is well underway with all 10 levels of the centre built and it is due to open in 2027. Our vision for Oriel is to create an environment for innovation to flourish, inspiring improvements in people's sight. The centre will be flexible and modern, enabling us to bring together eye care, research, and education for the first time, while focusing on patients, and attracting and retaining the best ophthalmic scientists, educators and clinicians.
To help make this a reality, we are looking for dynamic candidates to lead our Social Value programme, delivering projects on wayfinding, arts and heritage in and around the new centre.
The post-holder will be employed by Moorfields as the partner host for the programme and report to the Joint Programme Directors.
Main duties of the job
Within the Oriel programme there are a number of workstreams which are set up to deliver the programme objectives. This post is responsible for the Social Value workstream which has two core projects:
Wayfinding
This focuses on creating an accessible, user-friendly navigation system at the Oriel site. It encompasses both internal building navigation and its connection to external routes, ensuring seamless movement for all users. The workstream will deliver physical, digital and human-supported wayfinding solutions that meet diverse accessibility needs, particularly for those with varying levels of sight loss. It includes developing pre-visit information, staff training programmes, and sustainable management systems to maintain effectiveness long-term
Arts and Heritage
This focusses on defining and developing a plan for how arts, heritage and 'science on show' will be used within the Oriel building to deliver its objectives, and how these are integrated into partner organisation objectives going forwards.There are a number of planning conditions as outlined in the Section 106 submission which relate to a public art plan for which this project is responsible.

Ensure that programme objectives, scope, deliverables, critical success factors and risks are clearly documented
Establish project teams as required to support programme delivery with appropriate operational, clinical and corporate team membership. Co-ordinate the input of stakeholders and service users to ensure that appropriate options are appraised and delivered.
Working with the senior responsible officer (SRO) for their programme(s), set-up and lead programme board meetings, involving stakeholders and project team members as required.
Responsible for controlling, directing, planning and allocating work and motivating service users to get directly, or indirectly involved with projects and programmes and its development.
Ensuring correct technical expertise is brought into key aspects of project and programme delivery, ensuring appropriate legal, HR, and information governance oversight is maintained and followed.
Ensuring appropriate engagement with patients & users, clinical, and operational staff throughout the life cycle of projects and programmes, to allow for effective user testing and input into the development and roll out of wayfinding approaches.
Identify and manage interdependencies between projects and programmes within the excellence portfolio and in the wider organisation
Managing relationships with key stakeholders both internally and externally
Perform benefits analysis and baseline current system appraisal before each project and programme starts and ensure there is a plan in place for handover to the operational and clinical leads.
Oversight, preparation and maintenance of all project documentation, including (but not limited to): project brief, project initiation document, appraisal options, RAID logs, lessons learned and actions logs, high level and detailed project plans, highlight reports, Project Board reports and papers.
Ensure all project documentation and reports are prepared and delivered as specified in the project communications plan and in line with agreed reporting schedules.
Manage the implementation costs and resources allocated to the project up to £1m.
Co-ordinate the activity of project and programme team members and contributors ensuring that tasks and work packages are completed satisfactorily and on schedule.
Regularly report on progress, monitoring progress against plan, delivery of the project and programme objectives, and post project review including updating the lessons learned and decision logs.
Support bid writing, tender process management, procurement processes and liaise with stakeholders from key agencies in contract management
Undertake any additional duties appropriate to the post, as may be required by the service and as delegated by the joint programme directors.
