Job summary

The Associate Director of Excellence Delivery will lead the Excellence Delivery team to support delivery of the Trust's Excellence Portfolio. The post holder will work with the executive team, senior clinical and operational colleagues and corporate teams to ensure the effective implementation and monitoring of the Trust's Excellence Portfolio to focus on clinical and operational excellence in a way that maximises the engagement of individuals and clinical teams across the Trust.

The post holder will ensure the development and management of the Excellence Delivery team, monitoring implementation of the projects supported by the team such that they meets the needs of the Trust in terms of realising the intended benefits; and supports the organisation's Excellence Portfolio goals as it continues to work towards delivery of the trust's strategic purpose is 'working together to discover, develop and deliver excellent eye care, sustainably and at scale.'

Main duties of the job

Effectively lead the Excellence Delivery, providing programme and project management support to the delivery of the Excellence Portfolio. Support individuals to work within the trust agreed project method, including advising when performance is not being met. Ensure a robust governance structure and framework is in place to support the team's programme and project management activities that meets senior stakeholder expectations and Trust assurance requirements. Build and sustain effective relationships with a wide range of senior stakeholders including the Trust Board, Executive Directors, Divisional Management teams, Clinical Directors, Executive Sponsors, external groups (e.g. ICBs,) to help achieve change effectively. Work within the agreed Trust project and programme management methodology, tools, methods and practices with all stakeholder groups, primarily with responsible Executive Sponsors and Project Leads across the Trust but also work closely with the Excellence Delivery Unit (XDU) to provide senior expertise on design and evolution of methodology. Support the Excellence Delivery team to provide robust project management information to support the delivery, monitoring and tracking of key projects on behalf of the Excellence Programme and Portfolio Boards, Trust Board, Audit Committee, and other stakeholders.

Strategy and planning

In conjunction with the Excellence Portfolio planning, align the teams resources to the identified priority programmes and projects. Work with operational and corporate teams, to take a Trust-wide view as to overall impact, and deliver service, performance and financial improvement. Ensure there are robust, credible and effective short-, medium- and long-term plans in place to deliver the Excellence Portfolio programme and projects supported by the team, and that appropriate resources are defined and made available to support delivery of the programme. Provide clear direction ensuring the objectives and parameters of individual projects are clearly identified and documented including definition and management of scope, and identification of how the benefits will be realised.

Communications

Provide advice and guidance to staff and managers across the Trust in relation to change; act as an advocate and champion for the Excellence Delivery team and the programme and projects it supports. Ensure clear lines of communication and consultation with key internal and external stakeholders. Ensure the linkages and interdependencies between the various projects within the programme are clearly identified, visible and actions taken so they can be managed to successful outcomes. Ensure that changes within the programme are properly managed and the impact of any individual project change is related back to its impact upon the programme as a whole. Work with the XDU methods and tools to ensure that Project Leads, Clinical Leads and project teams are clear as to expectations of their respective roles and responsibilities. Develop open and honest communications with all key stakeholders including communicating information that is highly complex and potentially controversial.

Programme and project quality assurance

First line review and quality assure the content of project documentation for all projects and any associated change initiatives ensuring projects remain viable and within any specified constraints. Responsible for carry out informal audits and actively participating in health checks on all projects and change initiatives supported by the team and coordinating input from the team to XDU led project health check process. Ensure the programmes and project have appropriate and effective quality and equality impact assessment process and other considerations such as IG and digital clinical safety are in place, demonstrate they are being managed to high standards, and provide assurance that its goals and outcomes are credible. Ensure initial and follow on quality impact assessments take place on all projects. Ensure the programmes and projects develop and continually reviews key performance indicators in relation to delivery, goals and outcomes. Ensure these are regularly reviewed and shared amongst stakeholders.

Monitoring and reporting

Oversee the monitoring, tracking and reporting to both Project Sponsors and the Excellence Programme and Portfolio Boards in a timely manner of individual projects and associated changes with reference to project plans, objectives, milestones, financials, quality, risks and issues, advising of any deviations from approved plans. Ensure all information is submitted to the Excellence Delivery Unit via the DPMO to produce reports to the Excellence Programme and Portfolio Boards and other reports as requested. Responsible for reporting and presenting to external organisations such as, NHS England and the Care Quality Commission. Manage project and programme linkages and interdependencies ensuring that no work is either overlooked, or duplicated; ensure the management of risks, particularly those involving connectivity between projects whilst ensuring the impact of change is related back to the operational area of implementation, the programme and each individual project. Review individual project progress within the team on a regular basis, employing 'light touch' exception reporting through the preparation of fortnightly project highlight reports, and deploy where necessary project stage reviews depending on project status and delivery against plan. Responsible for ensuring accurate project RAG ratings are kept live and reflective of on progress made and live issues and risks in the programme or project.

FINANCIAL RESPONSIBILITY

Managing the annual Excellence Delivery team budget. Ensure all project and programme financials are aligned with Finance department processes and status positions each month in respect of month end close, benefits delivery and risk assessment. Provide assistance in development of financial phasing of projects. Operate within the financial levels of Trust standing financial instructions with the delegated authority on a case-by-case basis from the Chief Finance Officer.

PEOPLE MANAGEMENT

Provide strategic and operational management of the Excellence Delivery team directing, counselling and motivating team members and appraising individual performance and where necessary processes such as grievance and disciplinary matters. Ensure all team members are engaged, informed and mobilised from the commencement of each programme or project and remain so until the programme or project is concluded. Provide direct line management of the Excellence Delivery Team and work with colleagues to ensure duties are appropriately assigned.Role model the Moorfields values and behaviours both individually and through the team.Ensure that behavioural expectations of team members are established.Ensure all responsible staff have clarity of role and appropriate training as required.It is the post holders responsibility to ensure they have undertaken all mandatory training, in line with Trust policies and procedures.
