Job summary

The role of the IT Directorate is to provide the Trust with secure, performant, robust, reliable, responsive, cost effective and customer driven IT systems and services. These may be provided directly by the team from on premise facilities, sourced from Cloud-based services, or procured and managed from third party providers.

IT is responsible for the whole life-cycle of IT from specification of solutions to meet business needs, to procurement of solutions, to implementation and ongoing support. IT works with complimentary teams led by the CIO, such as Enterprise Architecture, IT Security, and Programme Management, combining skills and expertise to deliver a quality service to the trust.

IT responds to opportunities for streamlining business processes and enabling data sharing and collaboration, both internally and externally, using safe, reliable, and flexible technologies. IT provides services for direct world-class clinical care, research, and education through integrated systems, and across multiple networked sites. The patient and the best clinical care are the over-riding objective for the service.

Main duties of the job

The Enterprise Architect is a new position that helps establish a target vision for the organisation through the alignment of IT & Business strategies. The Enterprise Architect is responsible for designing a roadmap which will lay the pathway to ensure the organisation hits these objectives across the next 1-3 years.

Within this architectural landscape, there are four major areas the Enterprise Architect will be focusing on:

  • The selection & subsequent integration of a new Electronic Patient Record System into the IT landscape.
  • Evolution and transition of the IT systems & infrastructure estate towards the cloud.
  • Helping Moorfields see the value of data, through designing effective reference data architectures and the key role that modern data tools & the cloud play in the analysis of data.
  • Ensuring that the development of a new Smart Hospital, including state-of-the-art facilities management software, is aligned to the current & future IT landscape.

The Enterprise Architect will play a key strategic IT role in the leadership team, working in partnership with other functional leads, as well as the CIO. They will also have a visible role working with 3rd party suppliers and therefore it is a requirement this individual has excellent communication, stakeholder management & commercial thinking skills.

PROBATIONARY PERIOD

This post will be subject to a probationary period of 6 months.

The Enterprise Architect (EA) role forms a bridge between a deep technical understanding of requirements to achieve organisational aims, with an understanding of the business drivers and processes necessary to deliver the best digital solutions. They will work with key stakeholders, subject matter experts, and technology providers to develop a vision of how to exploit technology to the best advantage and guide technology investment decisions. The EA is responsible for ensuring a broader understanding of how technology can support strategic business direction and help shape business and clinical initiatives. The EA will be able to discuss technical solutions with non-technical audiences, whilst understanding business processes to enable technical solution design. The EA will have a background in traditional on-premise environments, as well as modern public cloud based eco-systems, and be able to design a safe and effective transition to AAS operations. The post holder will be a communicator and able to draft and recommend sound business cases for technology change to senior trust executives.

MAIN RESPONSIBILTITES

  1. Translate trust IT Strategy into practical architectural solutions that align with business and clinical requirements.
  2. Engage with key stakeholders to better understand the business and clinical strategy, determining the business and IT capabilities needed to accomplish the trusts strategic objectives and future aspirations for the use of technology.
  3. Build and maintain valued and productive working relationships with colleagues- from across the trust. Be recognised as a trusted advisor and involved early in new business initiatives to lead architectural solutioning activities.
  4. Develop architectural roadmaps indicating how the IT capabilities needed to achieve the vision should evolve over time and provide guidance on the project activity required.
  5. Lead architectural design activities, providing guidance on the evolution of the IT landscape required, steering product recommendations and ensuring fit for purpose solution designs.
  6. Define a set of architectural principles and standards that the trust can operate against.
  7. Design and architect a Cloud-based clinical systems environment that best aligns and integrates with the trusts Research and Development environments.
  8. Work with relevant vendors to research the most advantageous architectural designs for Cloud-based operations.
  9. Collaborate with key vendors to understand their product roadmaps to ensure their implications are understood and factored into trust architectural designs and roadmaps, and the benefits realised.
  10. Produce, where appropriate on behalf of the Chief Information Officer, reports, proposals, and strategic papers for consideration by trust boards, committees, and stakeholder forums. These may include strategic architectural proposals, service performance reviews, strategic proposals for change and improvement, cost and resourcing analysis regarding the services they are responsible for.
  11. Responsible for the Technical Architecture team.
  12. Actively participate in the Chief Information Officers Leadership Team and be accountable for all activities under their responsibility, working closely with colleagues on the Leadership Team to deliver joined-up information and technology services.
  13. Maintain the technology architecture documentation for the trust, ensuring its currency and accuracy.
  14. Maintain awareness of current and emerging technologies and practices and can articulate trends to stakeholders.

SPECIFIC DUTIES

  1. Lead the Oriel technology design on behalf of the trust, including the rule of one implementation of a joint architecture with UCL.
  2. Develop the trusts Public Cloud migration strategy
  3. Support the trusts Electronic Patient Record system selection and implementation strategy, including hosting strategy if not provisioned through the vendors own hosting.
  4. Lead on the Vendor Neutral Archive design and procurement for a Google GCP based solution.
  5. Lead the redesign of on-premise data centre services to Google GCP based services.
  6. Develop cost effective AAS based services where appropriate, taking into account impacts of capital to revenue funding changes.
  7. Lead the trust data architecture redesign to successfully move data from on-premise to Google GCP in the most beneficial way to leverage data analytical tools such as Looker, Big Query, AI and Machine Learning.
  8. Participate in research initiatives to establish the best architectural designs to utilise data once for both clinical operations and research activities, utilising appropriate anonymisation and pseudonymisation techniques to protect personal data where required.
  9. Lead on behalf of the trust any sector, regional, or national design initiatives for the design of new technologies to support ophthalmology service provision.

FINANCE

  • Manage allocated budgets in accordance with Trust SFIs.

  • The trust has a £22m IT strategy plan for the next five years and the role will have budget responsibility for the architectural design of the solutions, with up to £5m capital and programme-based budgets.

STAFF MANAGEMENT

  • Line manage direct reports including sickness management, objective setting and appraisals, performance and capability.
  • Initial responsibility for one senior Technical Architect.

DATA SECURITY AND INFORMATION GOVERNANCE

  • Ensure that information security, data protection and legislation/policy is upheld at all times and ensure that system application asset logs are maintained for areas of responsibility.
  • Support the successful audit and delivery of a good Data Security and Protection Toolkit for the areas of responsibility.
  • Ensure confidentiality on all matters relating to patients and information obtained during the course of employment.

OTHER DUTIES

  • Support continuous staff development both technically and personally utilising the trusts staff appraisal process, encouraging shared learning and development, and creating opportunities for expanding knowledge and development across teams. Ensuring personal self-development is planned, undertaken and recorded through the trusts formal review process.
