Oxford Health NHS Foundation Trust are looking for two Strategic Procurement Managers to join our procurement team.
The posts will provide advice and guidance on procurement related matters in specific category areas and support the development of category and procurement strategies.

Main duties of the job
The successful candidates will support the Senior Strategic Procurement Managers in the delivery of cost and efficiency savings across the Trust.
The will deliver a strategic procurement service to Oxford Health NHS Foundation Trust, contributing significantly to the delivery of allocated procurement projects ensuring contract compliance, sustainable cost improvements and best value for money.
They will analyse current, spend in specific categories to support the development of category and procurement strategies

Job responsibilities
- Delivering a strategic procurement service to the Trust including, but not limited to: tenders and quotes, mini-competitions and full procurements via (FTS) to ensure best value for money
- Drafting and evaluating pre-qualification, tender and contract documents
- Managing the tender process on the e-tendering portal
- Ensuring that project activity and other procurement tasks are undertaken to the required standard and meet all timescales and deadlines
- Contracting, where appropriate, with neighbouring NHS Trusts for healthcare and ancillary services
- Ensuring full compliance with Trust Procurement policies, Standing Orders and Standing Financial Instructions and Public Contract Regulations.
- Ensuring contract compliance and dealing with contract performance issues
- Delivery of best value for money and sustainable savings for the Trust by effective sourcing of goods and services
- Providing procurement advice to individuals and to groups through formal and informal meetings
- Developing and promoting effective working relationships with departments within the Trust to increase understanding of their professional needs
- Working with the wider Procurement team to identify areas where requirements should be consolidated or contracting activity is required.

- Educated to degree level in relevant subject or equivalent level of working experience.

- Qualified member of the Chartered Institute of Purchasing and Supply or holds another relevant Procurement qualification or can present evidence of working towards this.
