We are looking to recruit someone who wishes to develop their knowledge, skills and experience andto support them to become a fully qualified and professional procurement specialist.
Main duties of the job
The Trust is looking for a Procurement and Compliance Manager to develop, co-ordinate and deliver cost effective solutions for specific purchasing projects across the Trust. The role will require an effective communicator who has the ability to work with individuals at all levels.
The role also involves actively ensuring all contracts placed across the Trust comply with UK Procurement Regulations and the Trust's Standing Financial Instructions. It requires an individual that is prepared to challenge and educate toreduce the Trust's exposure to commercial risk.

Job responsibilities
- To ensure compliance with the Trusts Standing Orders and Standing Financial Instructions, Trust policies, UK Government Procurement Policy Notes, and any relevant legislation relating to public sector purchasing.
- Responsible for ensuring that finalised contracts, across the Trust, are compliant with Procurement Rules, Policies and Standing Financial Instructions.
- Ensures all waivers are accurately triaged and challenged where appropriate.
- Has overall responsibility for ensuring Data Accuracy on the Contracts register including the compilation and maintenance of a Trust wide contracts register.
- Responsible for legal contract transparency requirement under current and future legislation.
- Plan and manage competitive tenders for sub threshold requirements in compliance with Public Contracts Regulations, obtaining quotations for purchasing and contracts in line with customer requirements and in accordance with Trust procedures.
- Support the Senior Strategic Procurement Manager in above threshold tenders as required.
- Analyse tender responses and quotations using own initiative to determine the most cost effective source of supply, maintain accurate records and report all savings achieved.
- To liaise with suppliers, negotiating optimum contract prices enabling the contract database to be updated in a timely manner.
- Advise customers and colleagues regarding products and seek advice from key stakeholders where appropriate, resolving queries and offering advice in accordance with Trusts policies and guidelines.

- New starters have a 6 month probationary period. This, together with the induction process aims to create a positive supportive working environment allowing new employees to learn key elements of their role over a reasonable timescale.
- Candidates not currently employed by the Trust who attend an interview for non-qualified Band 1-5 posts are required to undertake numeracy and literacy assessments.
