The Role - Head of Emergency Preparedness, Resilience & Response

The Head of Emergency Preparedness, Resilience & Response (EPRR) is a high-profile role with Trust wide responsibility. The postholder will develop, lead and manage the EPRR team and its portfolio for the Trust, ensuring the Trust remains resilient to incidents and disruptive events. The EPRR Team will enable the organisation, as a Category 1 responder, to meet the full statutory duties under the Civil Contingencies Act 2004, ensuring alignment of the Business Continuity Management System (BCMS) to ISO22301 and NHS England Core standards for EPRR, and to evolving national guidance, supporting the site operations team to manage incidents effectively.

Main duties of the job

Main duties and key responsibilities

  • Support the Hospital based tactical resilience groups to develop robust site based resilience plans.
  • Design, deliver and maintain a comprehensive BCMS across all Trust directorates, delivery partners and supply chain; fulfilling the requirements of stakeholders and aligning the Trust to ISO 22301 and provide assurance to regulators.
  • Maintain the Trust's business continuity management system and ensure it stays relevant to the risk environment such as industrial action, terrorism or infectious diseases outbreaks.
  • Ensure the Board of Directors and site operations teams are fully briefed and confident in the Trust's preparedness arrangements.
  • Maintain the Trust's emergency planning function to manage the response to major and / or mass casualty incidents by developing and maintaining key response plans and action cards.
  • Support strategic, tactical and operational managers to ensure they are confident in their command and control roles.
  • To aid the site control teams to formulate the operational response to planned and unplanned events.
  • To assist with, and lead as appropriate, the comprehensive training and exercising programmes for staff at all levels from 'floor to Board' with specialist training for those members of staff with specific roles in the Trust's response to incidents and all managers on the on-call rota.

Have substantial experience of working in the emergency planning and resilience environment at a local and regional level;

Lead a dynamic team working across six acute and elective sites, supporting both clinical and non-clinical staff to deliver and maintain an effective EPRR service;Lead the team to ensure the Trust has an effective response to any major incident or business continuity events;

Demonstrate the ability to work closely with external colleagues to ensure a collaborative approach to EPRR across the sector. A positive and collaborative approach is key;

Have a track record in undertaking skill training for staff in operational settings and developing a comprehensive exercise and training programme;
