An exciting opportunity has arisen for a Fire Safety Advisor within the Estates Department within Barts Health NHS Trust. Main duties of the job
The Fire Safety Advisors acts as a focus for all fire safety matters in the organisation with accountability for fire safety matters reporting up to the Site Director of Estates and Facilities Management (Director with fire safety responsibility).
By the provision of competent advice, assist (and where required to the Group Fire Safety) in providing and maintaining levels of fire precaution within Trust premises in line with NHS Health Technical Memorandum 05:01 (HTM05:01) requirements, and maintaining good relationships with the Local Fire Brigade.
As the competent person for fire, the post holder will ensure that that the Trust complies with all aspects of the Regulatory Reform (Fire Safety) Order 2005 (RRO) legislation and will work closely with all relevant parties within the hospital and externally to ensure the provision of a fire safe environment for patients/staff/visitors and to facilitate sustained care and well-being in relation to fire safety.

- The post holder will be formally appointed in line with HTM05:01 fire safety management structure
- The post holder will act as the direct contact with the London Fire Brigade LFB, in relation to fire safety matters and information for the benefit of operational firefighting. Through regular meetings, develop and maintain communication links with representatives of LFB, providing information relating to the state of the fire safety measure and findings of the Fire Risk Assessments when required
- The post holder will work with all members of the Trust to ensure a safe and healthy environment (fire) for the Trust to meet its responsibilities under the Health and Social Care (H&SC) Act 2008 and to meet the standards of the Code of Practice, which encompasses the H&SC Act; Regulation 12 Safe Treatment and Care and Regulation 15 Premises and Equipment
- The post holder will provide and receive complex information regarding fire safety legislation, Regulatory Reform (Fire Safety) Order 2005, NHS HTM05 Series and other associated fire guidance for the benefit of the Trust
- The post holder will implement the Trusts Fire Safety Policy and the underpinning procedures and protocols in line with current legislation and guidance
- The post holder will undertake fire risk assessments in line with the requirements set out in the Regulatory Reform (Fire Safety) Order 2005, NHS HTM 05 documentation
- The post holder will liaise with the Emergency Planning Officer and Trust representatives, as well as external organisations to develop, implement and review the organisations fire emergency plan

- To work with the Trust Fire Advisor to develop and maintain an environment, which will reduce the risk of harm to patients/clients, their relatives/carers and other healthcare personnel, through programmes of risk assessments and inspections in compliance with legislative frameworks, education programmes and awareness
- To establish and maintain communications and good working relationships to promote and respond to Fire and Safety issues through the Site Health and Safety Committee and Site Fire Safety Committee
- Required to plan, implement and monitor the annual fire risk assessments for all sites, linking these to best practice approaches NHS Standards especially those related to Safety and the environment and trust risk assessment policies
- Responsible for developing policies and procedures, ensuring they are focused on both staff and patients, regularly reviewed and amended in light of legislation and regulatory requirements
- Recommend and design Fire Strategies as part of Capital Investment Project Officers and external consultants on fire precautions required for existing premises and on fire prevention standards required where there are alterations to buildings or plant or for incorporation into new buildings
- Provide strategic guidance and technical advice on fire safety issues and related procedures at all sites. This requires dealing with all staff from Site Board level down through the organisation
- Undertake audits on the efficient and safe operation of all fire fighting equipment, emergency lighting and fire alarm systems (list not exclusive) in association with the relevant Estates Officer
- Will be required to design and specify training courses in Fire Safety on the performance of specific roles (e.g. from Fire Warden to Senior Management etc.) and to recommend the most appropriate and cost-effective delivery method
- To assist in the organisation and review of fire drills, desk top exercises and other simulations
- Required to collect and analyse fire and unwanted fire call statistics, conduct investigations and suggest risk management options, as well as entering the statistics in the relevant databases for Site Fire Committees
- Work as part of the fire safety management team ensuring that all risks within the Trust are identified and controlled, with particular emphasis on Fire Safety
- Attend regular site based Non-Clinical Safety Committee Meetings to address concerns raised and provide advice and guidance as appropriate
