Job summary
The Divisional Manager will be responsible for leadership of Cellular Pathology and Cancer Diagnostics Division. The Division includes the departments of Histology, Cytolology, Immunophenotyping, Retinoblastoma, Molecular Haematology, Cytogenetics and one Mortuary.
Leading on operational delivery and the transition to the network's planned Target Operating Model, built around a hub laboratory at the Royal London Hospital and six Essential Service Laboratories. Where the ability to influence and deliver positive change is essential. Therefore, the post-holder will need to demonstrate extensive operational experience of working in a Senior Management position within the NHS.

Main duties of the job
The Cellular Pathology and Cancer Diagnostics Divisional Manager is a member of the Pathology Partnership's Senior Management Team which collectively provides leadership, drive and direction for the effective and efficient operational management and strategic direction of the Pathology Partnership.
Accountable to the Operations Director for the ESEL Pathology Partnership, the Divisional manager will deputise for the Operations Director in their absence and will actively contribute to the Divisional Management Team (DMT), being accountable for Divisional performance, governance, planning and service delivery processes and targets. The post will also be accountable for the operational and administrative functions of the Division.
The Cellular Pathology and Cancer Diagnostics Divisional Manager is accountable for leading and managing the delivery and development of the Cellular Pathology and Cancer Diagnostics Division within the Pathology Partnership.
The Cellular Pathology and Cancer Diagnostics Divisional Manager has overall managerial responsibility for the Division.

The NHS East and South East London Pathology Partnership is an arms-length organisation providing pathology services to Barts Health NHS Trust, Homerton University Hospital NHS Foundation Trust and Lewisham and Greenwich NHS Trust. The Pathology Partnership is hosted by Barts Health.
The Pathology Partnership is based on well-established models for pathology networks, with the Royal London Hospital becoming the main hub laboratory for the network and Essential Service Laboratories (ESL) as a minimum at all other Hospital sites.
Pathology is made up of the following services - Blood Sciences including Haematology, Blood Transfusion and Biochemistry; Infectious Diseases including Microbiology and Virology; Cellular Pathology including Histopathology, non-gynae Cytology and mortuary services; Immunology; Cytogenetics and Molecular Haematology; Immunophenotyping; Clinical Transplantation and Retinoblastoma.
The 2020/21 total operating costs across the Partnership were c. £126m per annum with a workforce establishment of circa. 822 WTE. - To participate in organisational development plans to set up and transform the Pathology Partnership to meet current and future needs; this will include upholding the NHS East and South East London Pathology Partnership shared values.
- To promote the group image of the NHS East and South East London Pathology Partnership to all individuals, groups and organisations within the 3 Trusts and to the community at large.
- To demonstrate constructive and cooperative communication skills that avoid conflict arising between the parties involved.
- To work closely with the Operations Director, the Quality & Improvement Director, the Clinical Director, the Finance Director, the Clinical Lead for Cellular Pathology and Cancer Diagnostics Division, Senior Health Care Scientists and other Pathology Partnership managers to unify managerial processes across the Partnership and across disciplines.
- To liaise both internally and externally for any operational issues within the Cellular Pathology and Cancer Diagnostics Division across the Partnership including liaising with Divisional Directors, Consultant Medical & Nursing Staff, other key clinical staff, site and operational managers, GPs and ICSs.
- To represent the operational area and Pathology for issues relating to the Cellular Pathology and Cancer Diagnostics Division; this will involve working with partner Trusts and outside agencies.

- To participate in local management meetings, decision making and policy implementation.
- To organise and chair regular meetings with the laboratory managers and ensure information is cascaded back to other members of the operational area staff.

- To be responsible for the daily management of the operational area in delivering a quality and responsive clinical and technical Pathology service for Barts Health, Homerton Healthcare and Lewisham and Greenwich and Homerton Trusts, other customers and associated stakeholders and partners, providing professional leadership and line management for all technical and scientific staff within the Division.
- In conjunction with the Clinical leads, will take the lead in identifying and unifying functional and managerial processes across the disciplines in the Division. To be responsible for relevant work streams in the Cellular Pathology and Cancer Diagnostics Division. To have delegated responsibility to inform and implement strategic developments within the Cellular Pathology and Cancer Diagnostics Division in response to service improvement and/or clinical demand. To analyse demand and capacity and recommend service configurations and care models which will make the most efficient use of available resources. To encourage and motivate staff and facilitate co-operative working, providing support to staff in developing the skills and leadership qualities necessary to manage the change process towards excellence both in service and culture. To provide regular reports to the Partnerships Strategic Management Board, Senior Leadership Team, the Clinical Advisory Board, the Operations Advisory Board and appropriate North East London / South East London ICS boards/committees on the performance of the Cellular Pathology and Cancer Diagnostics Division. This will include the production of monthly performance reports and an annual management review where required. To participate in local management meetings, decision making and policy implementation. To have responsibility for all areas of staff management, including recruitment, appraisals, disciplinary issues and sickness absence, in line with the Partnerships targets, performance and conduct policies. To manage the Training and Development Review Process for staff in the operational area team, in conjunction with the Partnerships Training and Development Manager and the departmental Training Leads. Service Development & Planning
- To ensure that the Cellular Pathology and Cancer Diagnostics Division has access to / knowledge of latest developments in automation and technologies.
- To lead the roll out of the laboratory elements of digital histopathology at all Partnership laboratories.
- To lead laboratory elements of work on a Lewisham & Greenwich led project on future laboratory consolidation.
- To lead in the co-ordination, submission and implementation of proposals for service development which will improve the effectiveness or efficiency of service provision within the Cellular Pathology and Cancer Diagnostics Division.
- In conjunction with Partnership Directors and Senior Leadership Team, to be responsible for identifying service pressures and devising action plans or business cases/plans as appropriate.
- To ensure that the objectives of Pathology Partnerships annual plan are met.
- To initiate new models for delivering pathology services in line with evidence on good practice and to challenge traditional responsibilities, taking account of current innovations on service and workforce redesign, nationally and internationally. This will include identification and agreement on benchmarking indicators.
- To plan and support the implementation of service improvements in laboratory areas, including skill mix review, demand and capacity planning and process mapping.
Financial
- In collaboration with the Finance Director, to be accountable for the delivery of Cellular Pathology and Cancer Diagnostics Division expenditure budget and, in conjunction with the wider management team, ensure that all areas of departmental activity are appropriately costed and invoiced.
- To manage staffing levels in a cost-effective manner in order to meet service and workload demands and ensure a safe service.
- In conjunction with the Pathology Finance team, to ensure the cost-effective purchasing of all consumables and equipment of the Division and ensure that robust control measures/processes are in place and adhered to. This will include the co-ordination and evaluation of new equipment.
- To establish appropriate budgetary control mechanisms and ensure appropriate up to date and accurate financial information is available for the operational area.
- To be accountable for the delivery of any Cost Improvement Plans (CIPs) pertaining wholly or partially to the Division in line with the Pathology Partnerships objectives and Annual Business Plan and co-operate with Partner Trusts where the delivery of Partner Trust CIPs require the involvement of the Cellular Pathology and Cancer Diagnostics Division.
Quality and Governance
- In conjunction with the Pathology Partnership Quality & Improvement Director and the Operations Director, to be responsible for ensuring appropriate quality, health and safety and information standards are met.
- To be responsible for ensuring the Cellular Pathology and Cancer Diagnostics Division meets quality targets including turnaround times, all key performance indicators within Service level Agreements and the content and consistency of test results.
- To be responsible for managing the performance of the Cellular Pathology and Cancer Diagnostics Division SLAs, including undertaking regular quality monitoring, and ensuring activity information is available.
- To work with the Pathology Partnership Quality Team to ensure a standardised and consistent quality and governance framework is achieved across the Pathology Partnership.
