Job summary

The post holder will support the QM Support Manager in delivering a strategic service to the Trust and to contribute to the achievement of targets in a challenging environment through the delivery of cost and efficiency savings. The role will consist of working on a broad range of ongoing / new projects, working to deadlines and coordinating tasks. They will help manage the ISO9001(2015 ) accreditation reporting system to ensure that the Trust is compliant.

The post holder will be required to work with limited supervision and be required to make decisions independently, being able to exercise personal initiative and independent judgement.

You will be working within a team of Clinical Technicians, Managers, Supervisors and Administration colleagues at Newton's Court. You will liaise with Clinical Technicians and Trust colleagues at Darent Valley Hospital & Queen Mary's Hospital, Sidcup. You may be required to attend all sites to perform internal audits or other projects.

Main duties of the job

To manage specific projects as identified by the QM Manager and assist the Head of Clinical Engineering as and when necessary. To produce and implement Clinical Engineering policies / strategies as per our ISO 9001 accreditation requires. To manage and co-ordinate all activities, agencies, suppliers and personnel to successfully undertake a number of strategic and tactical sourcing projects, from initial scoping through to external service contracts and call off orders.

Job responsibilities

To gather and analyse comprehensive data and prepare spreadsheets on products and suppliers to support portfolio and category analysis for QM Manager.

To go out to quote to achieve best value for money through effective sourcing for the purchase of goods and services using various service providers and the NHS Supply Chain Service Framework Agreements.

To identify and manage risk throughout the procurement and Clinical Engineering process. All non-conformances to be documented and reported through the Datix Risk Assessment Tool and the ISO9001 reporting system.

Ensure that contracts of an ongoing nature are monitored and reviewed on a timely basis and co-ordinate the Clinical Engineering work plan.

To manage projects effectively to ensure that savings within the Trust are delivered in line with the work plan.

To undertake benefits tracking / compliance to monitor levels of savings achieved within the Trust.

To manage high value strategic sourcing projects which impact on service delivery and beyond.

To identify savings at every opportunity and highlighting instances where co-operation is required to achieve them.

To ensure all savings are accurately reported quickly and efficiently.

To use your persuasion and influencing skills to engage with and influence key staff at all levels within the Trust in order to facilitate participation in identified procurement activity. This is to include Clinical Engineering Technicians at Queen Marys Hospital at Sidcup.

To provide advice and expertise in all aspects of Clinical Engineering activity within the Trust.

To negotiate contracts with suppliers in order to deliver best value and down time on equipment to better patient care within the Trust.

To undertake contract management and reviews to ensure contracts deliver against agreed strategies and continue to meet the Trusts requirements.

To undertake all project activities in full accordance with legal (EU legislation, commercial and contract law), environment and sustainability requirements. To ensure all ISO9001 standards are met.

Ensure adherence to the Trust Standing Orders, Standing Financial Instructions (SFIs), policies and procedures.

To communicate with individuals and groups and prepare and deliver presentations as required throughout the Clinical Engineering process.

To be responsible for organising, facilitating and participating in regular meetings with key users and suppliers. These include fact finding, problem solving, negotiations, contract performance and service delivery meetings.

To prioritise the work load of the Clinical Engineer Technicians ensuring urgent repairs and services are dealt with efficiently and highlighting potential delays to Senior Managers and users.

To respond quickly and effectively to queries or requests for information on medical equipment repairs/services from users, keeping them updated at all times.

To advise users and suppliers of the correct processes for acquiring goods and services within this Trust and provide assistance as required.

To ensure an adequate audit trail is provided for all Medical Equipment within the Trust to show all history of services and repairs from commissioning to condemning.

To follow the Departments procedures, adopting changes as they happen and providing feedback to Managers where problems arise.

To provide cover for annual leave or other staff absences and to stand-in for the QM Manager as and when required including managing staff, induction and appraisals. This will include cover when the QM Manager is off site.

To undertake any other duties as required within the Clinical Engineering Department to ensure goods and services are procured efficiently.

To assist in the management of supplier relationships and the collation of key supplier information.

Liaise and consult with Trust departments, colleagues, industry and other as appropriate, to ensure a sound and effective Clinical Engineering service.

To provide a skilled negotiation service to minimise expenditure but maximise other possibly non-financial advantages including areas of cost avoidance.

To undertake audio/visual presentation to all levels of management/staff as and when required.

To maintain a high level of confidentiality and be politically astute.
