Job summary

The Great Western Hospital, Swindon is seeking an able and enthusiastic technical manager to lead this ISO 9000 accredited electronics department. The department maintains a broad spectrum of the Trusts patient connected electronic equipment in a purpose built facility located within a 670 bed Acute hospital.

Main duties of the job

The Biomedical Electronics Team Manager is responsible for the management of the department and of the workshop services. Management of the department includes continuous improvement and development of the service through the quality system ISO 9001:2015.

About us

The Biomedical Electronics Department is responsible for acceptance testing, repair and maintenance of all medical equipment along with managing and ensuring that trial and loan equipment meet with the Trusts requirements regarding indemnity and that the equipment is fit and safe for purpose.

Job description

Job responsibilities

Key Responsibilities:

  1. To manage the Biomedical Electronics Department that is responsible for the acceptance, maintenance, repair and modifications of all medical equipment that is under the care of the department.

  1. To manage the departments budgets in keeping with Trust policies. To be responsible for the specification of resources for workshop activities.

  1. To ensure that all systems of work under the jurisdiction of the Biomed Manager are effective and safe. To ensure compliance with Health & Safety issues within the working environment. To ensure that risk issues relating to medical equipment are identified and are satisfactorily controlled.

  1. To ensure that all new medical equipment brought into the Trust is tested accordingly, for safety and proper function and details entered onto the Trust Equipment database. To be responsible for the technical evaluation of new electromedical equipment and manuals to assess them for quality and serviceability.

  1. To ensure that medical devices are tested and calibrated according to manufacturer or other appropriate recommendations. To programme and administer a Planned Preventative Maintenance system on all medical equipment. To set standards, levels and procedures for maintenance and repair of complex medical equipment, and to ensure that they are adhered to.

  1. To manage the activity of third parties brought into the Trust to assist with repair, installation and maintenance of medical equipment. To be the final reference for all complex repairs and to be responsible for liaison with manufacturers.

  1. To sit on trust-wide equipment approval groups or boards and advise on the purchase of medical equipment and to advise on equipment related policies.

  1. To attend trust equipment monthly meetings and to be part of the management team in developing the service. To provide monthly reports to the Trust Equipment Manager to show the performance of the department and to ensure that key performance indicators are provided for the quality system.

  1. To deputise for the Trust Equipment Manager.

  1. To provide technical advice on the preparation of business cases for new equipment and on the issuing and review of equipment related contracts

  1. To be responsible for appraising all team staff. To monitor the development of staff and ensure that staff receive sufficient training.

  1. To be responsible for ensuring that all documentation and work undertaken complies with the ISO 9001:2008 quality standards. To formulate quality processes and procedures for the department and to take part in quality audits

  1. To be responsible for the technical analysis of electromedical equipment that has been involved in a patient incident, providing a detailed report liaising with clinical staff, manufacturers and MHRA. To ensure that CAS, MHRA Hazard/Safety/Device Alert Notices are actioned as required.

  1. To use his or her specialist expertise in training staff, so that skill levels may be enhanced and the available manpower used to greatest effect.

  1. To administer and participate in a department on-call system if necessary.

  1. To prepare and implement Service Level Agreements with other organisations.

  1. To be responsible for ensuring that his/her personal continuing professional development is sufficient to ensure maintenance of state registration as a clinical technologist.

  1. To attend professional meetings at regional and national level, to share technical expertise and participate in benchmarking exercises with other trusts. To travel to other healthcare establishments in the execution of their work, to which end a driving license is required.

Qualifications

Essential

  • Managerial Qualification or a minimum of 5 years of team leadership in a medical service organisation.

Desirable

  • Honours Degree in relevant engineering discipline
  • State registered Clinical Technologist (VRCT)
  • Registered as an Incorporated Engineer
  • Member of Institute of Physics & Engineering in Medicine (IPEM)

Training

Essential

  • Have attended a number of Specialist manufacturers' medical equipment service training courses
  • Trained to undertake Electrical Safety & Portable Appliance Testing on any item of medical equipment and be able to interpret and analyse the results obtained. Also competent to train other members of staff.
  • Fully competent in the use of standard IT application packages and operating systems.
  • Trained to use a wide range of specialist test equipment dedicated to the medical service environment. Also competent to train of other members of staff.

Desirable

  • Trained to appraise other members of staff in accordance with Trust policies
  • Trained in the use of eQuip Asset Database and competent to train other members of staff

Experience

  • Minimum ten years post qualification experience servicing, fault finding and repairing patientconnected electromedical or electronic equipment
  • In depth specialist knowledge of the medical quality standards: MDA DB9801 (Medical Device and Equipment Management for Hospital and community based Organisations) IEC 60601-1 (Medical electrical equipment Part 1: General requirements for safety)
  • Ability to plan effectively and act independently through continually changing requirements
  • Proven ability to manage budgets and physical resources
  • Ability to effectively direct and manage personnel

  • Five years leading a team servicing electromedical equipment in a healthcare environment.
