Job summary

Our Quality Team are looking for a registered health practitioner who has experience of working with quality management processes to join us in a Clinical Governance Manager role.

This role is pivotal to supporting our Trust in consolidating our improvement journey and ensuring consistency and quality of care across all of our services in Norfolk and Suffolk.

The ideal candidate will have previous experience of working with clinical and quality governance, and an understanding of key regulatory compliance frameworks. They will be educated to post graduate level (or have an equivalent qualification or experience) and will have worked as a senior clinician.

Excellent communication and negotiation skills are required to present reports and offer challenge where necessary. Time management skills are required to manage their workload and a flexible approach will be required to meet the needs of the team and Trust.

The ability to work both independently and as part of a team is essential, to be able to deliver against key objectives, in a fast paced and ever changing organisation. The post holder will need to be an individual who enjoys collaborative working and is committed to continuous quality improvement.

Main duties of the job

This role works within the Trust's Quality Team whose purpose is to support the Trust in applying a quality management approach that delivers safe, effective and positive experiences for service users, carers, staff and the community.

This involves supporting on building capability and capacity through active participation in developing and improving systems and processes such as application of regulations, policy development, implementation and assurance

Quality Management Approach

  • To support the delivery of a quality management system approach, ensuring the fundamental standards of quality and safety are met.
  • Support staff to use systems in place to understand their performance and promote and share best practice.
  • To contribute as a leader in supporting the Quality Team in the monitoring of systems that provide evidence for the requirements of the NHS quality agenda NHS England, Care Quality Commission, and Integrated Care Boards.
  • Support the Associate Director for Quality with CQC inspection activities.
  • To contribute to the review and updates of the Trust wide Improvement Plan.
  • To ensure supportive materials and resources are created and available on Trust intranet.
  • Act as a role model to develop a culture that improves quality and take the appropriate action when there are persistent quality issues.

Implementing best practice through Quality Planning

  • To support clinical effectiveness in the design and implementation of policy reflecting compliance with NICE guidance.
  • To analyse guidance and assessing practice/service delivery.
  • To participate in the writing and review of policies, Standard Operating Procedures and documents.
  • To coordinate the dissemination and implementation of policies following reviews
  • To give specialist advice and support to all clinicians regarding the development, formatting and auditing of clinical guidelines, policies and protocols.
  • Coordinating and delivering education programmes regarding governance and component parts for internal and external audiences
  • To work with the Quality Team to ensure that the Trust Strategy is implemented, progress monitored and improvements sustained.

Quality Assurance

  • To support the Trust in providing processes, guidance and evidence to inform the Trust wide improvement plan.
  • To support clinical teams in determining appropriate evidence to support the Evidence Assurance Group processes.
  • To work with the audit team in identifying audit topics as determined by Trust priorities, developing effective audit tools and supporting improvement actions/shared learning.
  • Contribute to improve, device and implement consistent processes and systems for quality surveillance and assurance.
  • In conjunction with corporate governance staff, support services to comply with monitoring and assurance systems i.e., audit, Datix, Complaints, service user feedback.
  • To have a sound understanding and application of the requirements for assurance, particularly in relation to the Care Quality Commission.
  • To support the organisation in ensuring that CQC fundamental standards are met, and evidence is current.
  • To work with the Quality Team to ensure that the systems and processes in place to monitor the performance in line with the standards as set out by the Care Quality Commission are adhered to.
