Job summary
Our Quality Team are looking for a new team member who has extensive experience of working at a senior level in the NHS and has a good understanding of coordinating approaches to managing quality to join us in a Clinical Governance Lead role. This role is pivotal to supporting our Trust in consolidating our improvement journey and ensuring consistency and quality of care across all of our services in Norfolk and Suffolk.
This role will include considerations around quality management activities; the methodologies deployed; and the skills, resources and ways of working required to continue to deliver robust and effective quality systems and processes that align to organisational and national priorities, reflects changing service delivery models and measurable improvements in the quality of health and social care.
You must have excellent communication skills, a keen eye for detail, be adaptable, flexible, critical and innovative. You must have the ability to work on your own as well as within a team and be highly motivated to deliver excellence.
Main duties of the job
This role works within the Trust's Quality Team whose purpose is to support the Trust in applying a quality management approach that delivers safe, effective and positive experiences for service users, carers, staff and the community.
This involves leading on building capability and capacity through active lead management in systems and processes such as Care Quality Commission relationship and application of regulations, policy development, implementation and assurance.

Quality Management Approach
- Provide expert advice to clinical services on the application of Quality Management System approach in practice e.g., local governance systems and processes. This is via coaching, facilitative support and formal education.
- Support staff to use systems in place to understand their performance and promote and share best practice.
- To lead on Clinical Governance and contribute to the governance agenda across the Trust including the preparation of the annual quality account, data collection and reports to provide evidence for regulatory compliance.
- To lead on the provision of systems to monitor compliance with fundamental standards of quality and work collaboratively to implement improvements.
- Support the Associate Director for Quality with CQC inspection activities.
- To work closely with other departments for purposes of investigation, resolution and remediation of compliance issues.
- To lead on the review and updates of the Trust wide Improvement Plan.
- To ensure supportive materials and resources are created and available on Trust intranet.
- To lead on the Quality Account development and publication engaging and working with key stakeholders.
Implementing best practice through Quality Planning
- To lead on system of monitoring for applicable NICE and other relevant guidance and the evaluation of Trust practice against such guidance (gap analysis) in association with clinical services. This involves review of clinical pathways and support in their development.
- To oversee the Trust portfolio of clinical and quality policies, supporting identified leads through policy review and to lead on clinical policy development and review as delegated.
- To ensure policies have effective implementation and monitoring plans.
- To lead on the systems and process of Quality Impact Assessments.
Quality Assurance
- Lead the audit team in identifying audit topics as determined by Trust priorities, developing effective audit tools and supporting improvement actions/shared learning.
- Lead on participation in national audit work and analysis of learning and implementation of improvements.
- To lead on internal monitoring and auditing for policy compliance for key patient safety and quality priorities ensuring findings support change.
- Work with the Quality Improvement Team to develop and facilitate a framework and programme of quality improvement using audit.
- To contribute to clinical services governance meetings and Quality Performance meetings ensuring that key patient safety and quality priorities are identified, improvement strategies identified, and assurance methods appropriately used to inform local improvement plans and Trust wide Improvement Plan.
