Deputy Chief Nurse
This very senior nursing post supports the Chief Nurse in their role in delivering the Trust's strategic, corporate, professional, operational, and clinical objectives, working across the Trust's clinical Groups.
The post holder will deputise for the Chief Nurse, including attendance at Executive Level meetings and chairing relevant meetings. The post holder will also assume leadership and responsibility for delivery in specific areas which will have organisational wide impact.
As one of the most senior nurses in the Trust, the role will ensure robust governance systems and processes are embedded within the organisation and that the Nursing, Midwifery and Allied Health professional workforce is fit for purpose and develops into the workforce required for the future.
The role will lead on infection prevention and control agenda for the Trust

DUTIES:
- Provide visible leadership across the Trust promoting a culture of safe Care with positive experiences for patients and carers and good clinical outcomes
- Lead the Trust in the achievement of all Care Quality Commission fundamental standards including evidence gathering, and leading programmes of improvement work. The post holder will be responsible for providing leadership to the Nursing and Midwifery workforce in achieving CQC standards and delivering improvements across the Trust.
- Play a significant leadership role in the delivery of the Quality Strategy and Operating Plans by ensuring appropriate programmes of work are developed and delivered.
- Play a significant leadership role for the production, implementation and monitoring of the Quality Strategy and operating plans, with emphasis on ensuring that staff are skilled in quality Improvement methodologies to help foster a culture of continuous quality improvement within the Trust, where staff at all levels have the confidence to highlight areas for improvement, and have the skills, knowledge and support to be able to implement those improvements.
- In conjunction with the Chief Nurse, embed the Trusts Quality Strategy, ensuring that quality priorities identified for improvements in patient safety, clinical effectiveness and patient experience are informed via ward to Board integrated reporting.
- The post holder will support the development, implementation and maintenance of Trust wide nursing policy and best practice. The post holder will lead the development and implementation of systems and processes that place patient quality and safety initiatives at the core of Trust practice and business. They will promote a culture of learning and openness and ensure clinical staff has the knowledge, capability, systems, and support to embed lessons learned in practice for the improvement of patient care.
- Actively promote and use the Tameside and Glossop Integrated Care NHS Foundation Trust improvement methodology to enable the organisation to achieve its vision and strategy.
- Ensure that the Trust complies with statutory, regulatory, and best practice requirements in relation to nursing and professional standards, with effective assurance monitoring processes in place. This will include producing reports, presenting up to board level which may contain highly contentious information regarding patients, safe staffing etc.
- Ensure professional standards are maintained and the quality of care to patients continuously improves through leadership of the nursing profession.
- Play a significant role in the management of risk in the Trust, specifically providing leadership and expertise to the Nursing and Midwifery workforce and all other employees. Lead on the management of the corporate nursing risk register on behalf of the Chief Nurse
- Receive and analyse reports to identify any trends in risk, incident or quality issues including the raising of concerns providing detailed information and recommendations for actions.
- Provide analytical reports on themes and trends arising from incidents, claims and inquests to inform Trust level actions and learning; take a lead role in capturing learning and develop strategies in conjunction with clinical teams for sharing lessons learned.
- To support the Serious Incident (SI) panel by preparing reports and participating in the panel meetings to ensure scrutiny of SI investigation, management, and reporting processes.
- Oversee the management of relevant external assessments/accreditation visits within areas of responsibility ensuring implementation of resulting actions.
- The post holder will be responsible for reviewing and interpreting highly complex, sensitive, and contentious information and presenting in a user-friendly format up to Executive Board Level. This may include data from CQC, Risk Register and staffing levels. The post holder will be responsible for reviewing organisational wide data and escalating concerns appropriately.
- Proactively support the use of quality metrics in driving up standards
- Support the Assistant Director of Integrated Governance to ensure quality governance systems are in place in line with the CQC well-led framework

- Exhibit the highest level of interpersonal and communication skills and develop effective communication strategies with the executive team, divisional teams and Heads of Nursing and other staff.

Responsibility for Patient Care
- In conjunction with the Chief Nurse and the Medical Director, work with the senior nursing and midwifery team and other senior clinical staff and managers to ensure the successful delivery of the Trust's Quality Strategy.
- Work with the Assistant Director of Integrated Governance to achieve the annual CQUIN programme.
- With the Integrated Safeguarding team, ensure delivery of the Trusts dementia strategy.
Planning and organising
- To develop the strategic management and capability of the Trusts nursing and midwifery leaders, and ensure that their teams are fully supported, involved, and engaged in strategic planning and management of the Trust.
- The post holder will be responsible for leading on producing and implementing long term strategic plans including Recruitment and Retention, Workforce Planning/Transformation, Infection Prevention and Control and Patient Experience. The post holder will work closely with other departments in the Trust to look innovatively at how the Trust delivers Nursing, Midwifery and AHP services to ensure patients receive the best possible care.
- Be responsible for the direct implementation of Nursing, Quality and Safety and Patient Safety strategies across all areas of the organisation.
- Support the Assistant Director of Integrated Governance on the implementation and embedding of PSIRF.
Responsibilities for Physical and / or Financial Resources: - Deputise for the Chief Nurse across the full portfolio of the Directors responsibilities in their absence and act in his/her place as required, including representation at Trust Board level and meetings external to the Trust, keeping the Executive Director of informed of issues/events as they arise.
- Work as a key member of the Corporate team to ensure that organisational delivery objectives are met; in line with Tameside and Glossop ICFT NHS FT vision to be a leader in national and international healthcare.
- Be accountable for and manage the delegated revenue budgets within Corporate Nursing to ensure the expenditure and income is within Directorate financial plans and budget.
