Job summary

An opportunity has arisen at Tameside & Glossop Integrated Care Trust for an experienced operational manager to join the Senior Leadership Team within the Medicine Directorate. As Directorate Manager for Medicine, you will lead the development and delivery of Directorate performance to deliver high quality, patient focused services.

The ideal candidate will have significant senior operational management experience in an acute healthcare setting, will be an accomplished leader and adept at managing complex situations and services. You will have highly developed skills in collaborative working able to co-build and implement effective solutions within tight resource and time constraints. You will have effective financial management expertise and outstanding people and communication skills. You will ensure that the well-being of colleagues, patient safety & experience are at the heart of decision making.

The directorate of Medicine comprises of the following specialities:- Care Of The Elderly, Rheumatology, Diabetes, & Endocrinology, Stroke services, Dermatology, Oncology, Respiratory, Gastroenterology and Cardiology. The services you will manage will be decided upon appointment.

You will also participate in thefirst on-call rota and will line manage other members of the directorate team.

Main duties of the job

The Directorate Manager is responsible for the operational management of all patient services within the designated directorate. Working closely with the Clinical Director, Medical Service Leads and Matron to ensure that high quality services are provided for our patients, and that those services meet all operational performance targets cost effectively.As a key member of the Divisional senior management team, the Directorate Manager will be responsible for annual planning in line with corporate objectives. Supporting the Divisional Director, Clinical Director and Head of Nursing to ensure that the workforce within the specialties are professionally lead and managed in order to develop a highly motivated and empowered workforce creating an environment where everyone can succeed

Monitor the performance of the Directorate against its agreed objectives using dataeffectively and, in association with the Clinical Director and Deputy Head of Nursing/Matron, be responsible for taking corrective action where performance is not inaccordance with objectives.

Be responsible for developing and delivering the annual operational plan within theDirectorate, including ensuring that effective capacity is in place to meet the demandacross all points of delivery.

Advise on and ensure the implementation of new practice/developments within theDirectorate/services, to positively impact on the effective and efficient delivery ofactivity targets.

Support the Speciality Clinical Lead in identifying new opportunities for the individualservices within the Directorate, arising from changes in the external environment orinternal innovation and potential threats and ways to respond to them.

Lead and identify the key activities for service improvement and business developmentwithin the Directorate to ensure the delivery of cost effective services.

Promote the principles of the transformation to an Integrated Care Organisation andactively seek out opportunities to move services in to communities.

Actively participate in the development of information management and technologysystems maximising the benefits of these functions across the Directorate.

Providing appropriate input and challenge to clinical and business corrective actionplans, where necessary.

Ensure that the Trusts strategy and vision is supported across the Directorate bydeveloping managerial and clinical capability.

Ensure that the specialties manage their income and expenditure budget within thetarget and seeks to optimise financial performance.

Support the Divisional Director to ensure effective managing of the budget setting and devolution of budgets within the Directorate/services, working closely with LeadSpecialty Consultants and Matron, ensuring appropriate monitoring and reviewmechanisms are in place.

Be responsible for ensuring that the Directorate formulates and achieves the annualsavings target, and supports corporate initiatives and schemes.

Be responsible for collation/production of bids/business cases for the specialties andcoordination of large capital purchases as required in line with Trust policy.

Negotiation with other Directorates/external agencies regarding established and new

Service Level Agreements

Operate within the Trusts Standing Orders, Standing Financial Instructions and Schemeof Delegation.

Co-operate with the Director of Health Informatics in ensuring effective systems for thecollection and coding of patient related information that are safe, timely and efficient.

To be the nominated budget holder and authorised signatory for all specialty budgets

Human Resource Management

Responsibility for recruitment, retention, disciplinary and grievance, and all relevantstaffing issues within the Directorate.

Actively manage attendance of direct reports and ensure leaders within the Directorateachieve agreed targets in line with Trust policy

Monitor both short and long term workload patterns within the Directorate/services,

relating these to the human resource strategy for the Directorate.

Develop a workforce that is fit a deliver the Trusts Business strategy and improve theexperience of patients and deliver of workforce plans ensuring effective utilisation andappropriate skill mix levels in all levels across the Directorate

Ensure all staff including clinical staff have an annual appraisal, personal developmentplan and complete their mandatory training in line with Trust policy.

To ensure that job plans fit with clinical service strategic direction, are working towardsprogrammed activities target compliance and the development needs of individualconsultants. (A job plan will be regarded as an agreed document when signed off by theindividual consultant, the Divisional Director of Operations Manager and the ClinicalDirector)

Co-ordinate the education and training needs of all staff within the Directorate,ensuring the objectives of the Directorate are reflected

Support the Clinical Director in the management and recruitment of medical staffincluding compliance with EWTD.

Support the Clinical Director in the provision of appropriate education and workingconditions for trainee medical staff
