Job responsibilities
Provide line management of Clinical Engineering staff within designated responsibility. To co-operate and work with the Head of Clinical Engineering, clinical staff and other senior staff in matters associated with the development of the services provided to the Trust, being aware of the need to adopt a flexible and innovative approach to existing and new services along with maintaining resource and budgetary controls
To have responsibility for the establishment of clearly defined protocols and management of Trust Medical Devices Policy HS11 for medical equipment within the relevant sections.
Work with the Head of Clinical Engineering to embed systems to deliver high quality technical services to clinical areas.
To provide expert specialist and professional advice to directors, senior management, clinical and other staff of the organisation on the purchase, maintenance and policies related to all medical devices entering and used within the Trust.
To manage the specialist technical services provided to wards and departments which have been agreed, and to ensure that these services are provided in accordance with the clinical requirements and practices specified by the consultant medical and senior nursing staff.
Prepare and communicate accurate and concise service related reports.
Deploy effective communication strategies to ensure that information and knowledge is imparted sensitively according to the needs of the service, staff and patients.
To access all incoming MHRA/PSA/FSN medical device safety alerts applicable to affected devices being used within the Trust. Monitor and report on the remedial actions that are required to address the safety alerts and communicate with all relevant stakeholders.
To be actively involved in and have a particular responsibility for the highly specialised technical advice necessary for the development of networked patient monitoring systems and, where appropriate, work with medical, nursing and IT colleagues in the application of computerised clinical data systems designed to monitor, record, measure and analyse continuously the clinical data from the physiological parameters being monitored.
To be involved with the Information Development Program to make best use of Information Management & Technology (IM&T) and Information & Communications Technology (ICT) to develop new ways of working and getting the most effective use from these technologies working towards a paperless environment as possible, formulating an expansion strategy for the Trust.
Ensure learning from the root cause analyses of incidents, complaints and claims are translated into learning and improvement within designated areas.
To be actively involved in the development of the department working with senior managers in the Medical Physics and Clinical Engineering Department.
To deputise, as required, for the Head of Clinical Engineering and Head of Department (Medical Physics and Clinical Engineering) at Trust and Department meetings .
Monitor the delivery of on-going quality improvements in standards of service delivery through the development of effective systems and processes and including internal and external audits
Develop and maintain expertise in highly developed skills and appropriate competencies, ensuring the highest level of precision to maintain technical services quality and safety in line with Trust and regulatory frameworks.
To take when required lead responsibility for the process, development and implementation of Trust policies for the control and management of medical devices working closely with colleagues within the MPCE Department, Procurement, ICT, Information Governance and clinical/nursing staff.
To have responsibility for the development and on-going equipment management and resource management systems which are established with the information necessary for their satisfactory completion. This will include an involvement with the preparation of equipment specifications, clinical evaluations, replacement programs and end of life disposal.
Be a member of relevant Trust committees and groups providing expert advice and contributing to the development of medical devices technical services policies and strategies.
To be actively involved in progressing all matters associated with the implementation by the Trust of Clinical Governance, Fundamental Standards and legislative requirements, being aware of the need to give a high priority to its completion. This will include the investigation of any adverse incidents involving medical devices and the subsequent reporting through established Governance and Risk Management Systems.
To represent MPCE on any applicable committees or specialised groups where medical device management has an interface with strategic policy and / or operational development of the service. This will include any Research & Development projects which incorporate medical devices or associated clinical procedures.
To be actively involved in the development of services provided, strategic plans and effective business cases to meet national priorities and strategic, scientific, clinical and technical advances.
To be involved in the contract work undertaken by the MPCE Department, which will include organisation of staff, service schedules, purchase of spare parts and invoicing, and being aware of the need to complete contracts within an agreed time.
To have day to day responsibility for budgetary management and control of budgets in accordance with the Trusts Standing Financial Instructions, including both pay and non-pay, devolved by the Head of Clinical Engineering or the Head of Department.
Work collaboratively with multidisciplinary teams to identify, implement and optimise clearly defined quality and patient safety outcomes.
To actively manage and oversee, with particular responsibility, as agreed with the Head of Clinical Engineering, for matters associated with the Trusts policy on staff appraisal, CPD and the establishment of regular team meetings for the staff within the sections for which you have responsibility, in line with Clinical Governance, Quality Management System requirements and Fundamental Standards. Responsibility will also include counselling and the establishment of regular team meetings for the Clinical Engineering staff.
Promote the translation of evidence based/research findings and best practice guidance into practice.
To be aware of technological advances in order to ensure equipment specifications reflect current good practice. To organise equipment trails and evaluation processes, analysis of evaluation sheets.
To participate in any research and development work undertaken by the MPCE Department which are relevant to the post. This may include Medical Physics and Clinical Engineering based systems.
To be involved in all aspects of the development including the design and infrastructure taking an innovative approach with new ways of working by developing staff that are flexible and multi-skilled.
To take responsibility, along with the other Operational Managers, for the mentoring, support and assessment of Trainee Clinical Technologists and/or Apprentices undertaking specialist technical training programmes.
To be responsible for maintaining records on the Trust Medical Devices Database associated with your sections. This is to include equipment, repairs, hazards, etc relating to the technical service, including the implementation of new and revised protocols and standards, such as HS11, CQC, MHRA, Clinical Governance, Fundamental Standards, etc.
To manage the services which are provided directly to clinical users ensuring they are optimised within the available resources and that good working relationship with the users is a high priority.
To be involved, along with the other Operational Managers, with developing strategic medical device policies and procedures in line with new standards for the safe use of these devices by working closely with co-chairs of the Trusts Medical Devices Group.
To have responsibility for and progress and development of job schedules/services to effectively/efficiently meet the planned preventive maintenance and repair work for the MPCE Departments KPIs.
To have responsibility for ensuring that technical and safety standards which are laid down are met wherever possible, and that appropriate action is taken in regard to defects and hazards.
