We are seeking a passionate, enthusiastic, and experienced Senior Project Manager to work between the West Midlands Cancer Alliance (WMCA) and Health Innovation West Midlands (HIWM). The Senior Project Manager will operate across HIWM and the WMCA acting as an innovation champion across the West Midlands, connecting the Alliance to the latest innovations for cancer to support pathway transformation in service provision. The strategic aim is that in partnership, the WMCA and HIWM will support the increased adoption and spread of evidenced innovations across cancer pathways and work with clinical leads to be the initiator of new and impactful cancer pathway changes.

Main duties of the job

The role will work strategically between WMCA and HIWM to:

  • Develop strategic partnerships to leverage organisational assets to accelerate innovation in cancer.
  • Increase horizon scanning and cancer innovation identification/ mobilisation activities across the Alliance.
  • Improve oversight, evaluation and spread of innovations across the Alliance.
  • Ensure WMCA and HIWM is best placed to respond to innovation funding opportunities.
  • Directly oversee and deliver several innovative cancer projects.
  • Support others to undertake innovation activities.

The West Midlands Cancer Alliance (WMCA) is one of twenty-one Cancer Alliances across England, one of the largest Alliances in the country. WMCA covers a large geographical area of 6 counties: Birmingham and Solihull, Coventry and Warwickshire, Herefordshire and Worcestershire, Shropshire, Telford and Wrekin, The Black Country and Staffordshire and Stoke on Trent. The West Midlands Cancer Alliance team is hosted at Royal Wolverhampton NHS Trust working across the wider West Midlands footprint. This role requires regular travel across the Midlands and the team meet face to face in Central Birmingham once a fortnight.

Cancer Alliances were set-up to deliver the collective ambitions identified by the National Cancer Taskforce, with the aim of increasing survival rates across the area and the experience of those living with and beyond cancer, ensuring that we address inequalities and improve patient experience wherever possible. We do this by bringing together all the organisations which commission, provide, and contribute to cancer services across our area to enable quality improvement and better outcomes for patients through effective and coordinated partnership working.

  • Present to internal and external stakeholders where information may be highly sensitive and/or highly contentious requiring the use of highly developed negotiation and communication skills.
  • Use developed negotiation, persuasion and motivational skills to gain support for the Cancer Alliance programmes across a breadth of stakeholders, including commissioners, providers and service users as well as managing interdependencies across the system.
  • Represent the WMCA and HIWM at external stakeholder meetings, including deputising for others where appropriate.
  • Produce regular and ad hoc reports for internal and external audiences utilising Project Management Office (PMO) processes.
  • Provide managerial leadership to WMCA and HIWM colleagues on issues relevant to the successful delivery of their own workstreams.

Analytical and judgment skills

  • Support the production of key strategic documents such as strategic outline cases, business cases and grant applications.
  • Project management and day to day running of one or more large scale, highly complex projects applying a standard methodology consistent across the WMCA transformation programme.
  • Overall responsibility for delivering the projects to agreed timescales and within budget.
  • Monitor progress of the projects against agreed project plans and makes adjustments to the plans if necessary e.g. if a milestone date has not been met.
  • Co-ordinate project teams to deliver agreed quality standards.
  • Analysis and interpretation of complex information, where there could be conflicting expert opinion, and the ability to translate strategic information into operational deliverables.
  • Interpretation of national policies, guidance and emerging policy development and development of new local policies and plans where required.
  • Demonstrate effective and transparent decision making, basing decisions on full option appraisals.

  • Support the portfolio of initiatives in demonstrating value for money for the current spend.
  • To monitor, interpret and quality assure progress against deliverables to NHS England that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process.
  • To develop business plans and provide expert strategic and policy advice and guidance on all areas of the programme.

Planning and organisational skills

  • Develop detailed project plans for designated workstreams to ensure delivery of projects to agreed budget, programme, PMO requirements, scope and quality standards.
  • Deploys skills and resources flexibly to support different workstreams within the innovation programme.

  • Use comprehensive knowledge and understanding of clinical pathways and processes, work with clinicians and health care professionals to make best use of new technologies and deliver sustainable business change that improves the service to the patient.
  • Implements project and programme management methodology, ensuring that all workstreams are managed with clear accountabilities within a consistent framework, including project initiation documents, project plans, key performance indicators, interdependencies and risk registers.
  • Provide expert project management advice and support to other staff within the WMCA and HIWM.
  • Ensures that all nationally mandated cancer transformation goals are clearly aligned to projects with clear accountability for delivery.
