Job summary

The Royal Wolverhampton NHS Trust Primary Care Network (RWT PCN) is looking for a skilled Clinical Information Manager to manage their Information and Performance Team. This varied and rewarding role is an excellent opportunity to help shape the future of primary care as a key member of the PCN. The RWT PCN consists of nine GP practices which bring together existing primary care services to enable greater provision of proactive, personalised, coordinated and more integrated health and social care for patients, closer to home. This role is required to provide an expert point of reference for informatics within primary care and support on areas such as commissioning, Quality Outcomes Framework (QOF), performance management and data collection. We are looking for an enthusiastic and motivated candidate to lead the Information and Performance Team, managing tight deadlines and communicating with a variety of staff across the PCN. The role will be very rewarding as the post holder will be interpreting data to make a difference to patient services, via operational teams and submissions to external organisations. The Clinical Information Manager will lead in encouraging the use of data, supporting, and enabling staff to readily obtain the information they require to optimise clinic utilisation and monitor demand and capacity through the PCN's clinical system and business intelligence tools.

Main duties of the job

The Post holder will be the lead specialist for the Directorate and assist the Group Manager, Clinical Director, Practice Directors, and Service Delivery Managers in understanding current performance for each practice including variations in service delivery against plan.

As a key enabler, the post holder will take ownership for assisting the services with information to support better care delivery, pathway redesign, business cases, capacity modelling and other necessary information requirements

Responsible for the day-to-day line management of allocated staff

Develop and implement new and updated policies and standard operating procedures for area of responsibility that would have an impact across the organisation.

To provide expert advice and analysis on complex subject areas to support decision making.

To lead on key specific projects to support the Primary Care Services agenda.

To work with Clinical Directors, Divisional Management, Matrons, and other managers, to provide information which helps to ensure a high level of care is delivered.

To provide summarised management information to the Directorate, including detailed analysis about performance against contractual targets and trends Utilising all information available to help the service managers understand the overall picture of what is happening within their areas e.g., reasons for under/over-performance by looking at referral patterns, clinic utilisation, activity trends, DNAs etc

To assist the Clinical Directors, Group Manager and Directorate Management in strategic planning and provision of new services, operational management, and the overall performance of the Directorate.

Providing expert advice and analysis on complex subject areas to support decision making

To provide an expert point of reference within Primary Care for informatics issues and support understanding of areas such as commissioning, QOF, performance management, data collection and other key areas.

To understand, interpret and negotiate highly complex requirements for dashboards and reports, including how data is captured and any definitional or data quality issues, to ensure that reporting outputs meet user requirements.

Support managers in understanding the reporting outputs and findings, by creating insight and outlining findings.

To liaise with the practice leads to ensure that all activity undertaken by clinical teams is recorded and forms part of contracts to ensure correct income is received.

To represent the Directorate in forums as necessary and to attend management meetings in the wider organisation including Divisional meetings as required by the Group Manager.

To work with practice directors in planning and implementing service change, also ensuring that all agreed activity and performance metrics i.e., QOF are not affected, or amendments are agreed prior to the change commencing.

To assist the Directorate to interpret the available data and provide judgement on actual performance and the ability to deliver operational plans, using predictive modelling techniques.

To provide benchmarking information to support the Directorate in understanding variations in practice both within their own services as well as regionally and nationally where possible.

Line manage allocated staff, including recruitment, induction, setting workload priorities, delegating tasks, day-to-day supervision, monitoring performance, carrying out appraisals, identifying training needs, facilitating staff personal development, acting as lead specialist and maintaining professional standards.

To manage the process of responding to ad hoc requests from within the Directorate in a timely manner

To lead the analytical work for the Directorate to assess capacity and demand for each clinical service, identifying areas of service pressure and supporting the production of option appraisals and business cases

To provide detailed analysis to model demand, resources and throughput to ensure that appropriate balance of provision and to identify variances between supply and demand to facilitate discussions about service change, provision and development in conjunction with the Directorate manager and clinical leads.

To provide summarised management information to the Directorate, including detailed analysis about performance against contractual targets and trends

To support and advise the Directorate on Information Governance, including Data Protection, Caldicott and Freedom of Information

To be accountable for monitoring and coordinating of activity within the Directorate, taking appropriate action to highlight where the Trusts targets are not being met. To support the Directorate in providing information in order to facilitate discussions in understanding the reasons for problem areas and assist in producing recovery plans to achieve key targets

To support the Trusts corporate information requirements, ensuring high quality information is supplied for the Directorate within deadlines and is fit for purpose.

To ensure that systems used within the Directorate are fit for purpose in collaboration with other information/informatics teams within the Trust.

To support and encourage colleagues in relation to the benefits which IM&T can bring in improving services within the local health economy.

To escalate relevant security or any other incidents to the relevant manager regarding information services databases via the Trusts agreed process.

  • Professional award for IM&T healthcare at post grad diploma level or equivalent knowledge gained through training and experience
