Job summary

Ensure that the Trust operates a consistent, cost effective and efficient temporary staffing service, which is fully compliant with national and local policy requirements, professional standards and supports the delivery of high quality and safe care for patients on a Trust wide basis.

Operational management for ensuring appropriate staffing establishment is in place, monitoring performance of bank fill, reducing bank & agency activity, spend and highlighting any areas of risk subsequently forming action plans to deliver recommendations around efficiencies.

The post-holder is responsible for operationally working with the outsourced bank provider, overseeing the bank service and ensuring that this meets the ongoing needs of the organisation.

Main duties of the job

Escalation point for Temporary Staffing for the day to day delivery (clinical/non clinical) including recommendations around efficiencies, holistic view of each staff group to ensure maximum efficiencies are being made and acted upon

Deputise in the absence of the Head of Temporary Staffing Workforce in matters relating to temporary staffing projects, recruitment or matters of investigations for Bank & Agency workforce

Day to day operational management of the outsourced service provider, (Bank Partners) to ensure they are providing optimum service delivery and liaise with the Bank Partners Contract Manager on any issues through to resolution while reporting to the Head of Temporary Staffing Workforce

Development and maintenance of relationships with Operational Managers, particularly Divisional Managers, Senior Clinical Leads and other Senior staff as appropriate to ensure temporary staffing needs and requirements are acted upon efficiently.

Lead on Triangulation working groups, this can include attendance and input into the relevant Nursing, Medical & Dental and Allied Health Practitioner steering groups in the absence of the Head of Temporary Staffing Workforce as appropriate

Lead on Temporary Staffing projects as an ongoing responsibility

Job description

Job responsibilities

First point of escalation for any concerns/complaints raised about temporary staffing workers and or the outsourced service provider

Escalation point for Temporary Staffing for the day to day delivery (clinical/non clinical) including recommendations around efficiencies, holistic view of each staff group to ensure maximum efficiencies are being made and acted upon

Deputise in the absence of the Head of Temporary Staffing Workforce in matters relating to temporary staffing projects, recruitment or matters of investigations for Bank & Agency workforce

Participate in formal committee meetings and to report and make recommendations relating to temporary staffing matters in the absence of Head of Temporary Staffing Workforce

Deputise at Executive level meetings in the absence of the Head of Temporary Staffing Workforce

Advice and sharing expertise on matters relating to Temporary Staffing and relevant legislation when required

Day to day operational management of the outsourced service provider, (Bank Partners) to ensure they are providing optimum service delivery and liaise with the Bank Partners Contract Manager on any issues through to resolution while reporting to the Head of Temporary Staffing Workforce

Monitoring operational KPIs for Bank Partners, such as current and upcoming fill rates, adherence to capped Bank and Agency rates, and compliance with Direct Engagement, and assist in formulating plans to correct performance

Monitor performance elements of outsourced temporary staffing function with Bank Partners. Ensuring timely delivery and analysis of management and performance data relating to outsourced Temporary Staffing function, to drive improvements.

Daily monitoring of Power B.I. systems and producing reports with analytical data and when required presentations

Operational recommendations of strategies for service improvements and supporting the Head of Temporary Staffing Workforce in identifying cost reduction opportunities

Attend external temporary staffing forums as and when required by Head of Temporary Staffing Workforce depending on service need with delegated responsibility to make decisions in the best interest of the Trust

Proactive networking with other Temporary Staffing Managers across the NCL network to share knowledge and discuss best practice and implement viable solutions within the internal function for all staff-groups

Development and maintenance of relationships with Operational Managers, particularly Divisional Managers, Senior Clinical Leads and other Senior staff as appropriate to ensure temporary staffing needs and requirements are acted upon efficiently.
