Job summary

Soft Services Manager is responsible for the overall management and service delivery of the Domestic and Portering services.This post will have full responsibility for the budget of over £2 million.A key element of this role is always to carry out effective communications to all levels, including particularly complex levels of negotiations relating to tendering processes along with overcoming communication barriers and delivering disciplinary decisions and statements.To work with service managers: Domestic Manager, Portering Manager and Patient Dining manager, to deliver the Directorate's strategic and operational agenda.Responsible for the safe, efficient, and effective delivery of operational services to the agreed standards and within the established financial constraints.

Main duties of the job

Contributes to the shaping of the vision of the hospital and departments that job role is responsible for.

Provide visible leadership to all staff, promoting a clear sense of direction within the Directorate, in line with achieving the hospitals objectives.

Creates a climate which both encourages teamwork and maximises individuals' potential.

Job responsibilities

Operational Management

Responsible for overall service provision of the following services, in a timely and efficient manner, within the operational constraints and available resources of the Trust

Domestic including Pest Control and washroom hygiene.

Portering

To ensure all staff receive mandatory training as laid out by the Hospital Training Policy.

Ensure methods are in place to train all staff to the correct agreed standard to carry out their role and to ensure training records are maintained accurately.

Overall management of the following outsources services: pest control and washroom hygiene, ensuring that contractors fulfil their obligations to the Trust and present their services in a way that reflects a positive image of the Trust.

Agree and set objectives and targets for relevant staff, ensuring priority is given to their achievement, and be directly responsible for co-ordinating team leader and staff appraisals.

Responsible for all aspects of function staffing, including their deployment, having determined service priorities, recruitment, training safety and welfare.

Manages and monitors the operation of all service functions and Trust assets in a safe, efficient, and economic manner, conducive with good practice, current legislation, and national and local guidelines.

Participate in the Directorate Emergency On-call arrangement.

Development of a soft services improvement plan for each service.

To act as the lead and be responsible for the following areas:

o Cleaning

o Portering

Conduct service review meeting, both with internal and external stakeholders

Chair service-related working groups and committees.

Complete statutory and mandatory returns such as Estates Return Information Collection (ERIC) & Premises Assurance Model (PAM)

Strategic Planning

Assist in the training and development of staff groups within area of responsibility ensuring effective strategies in place to manage the change process.

Assist in the Planning and Development of Facilities Services in line with the Directorates plans for multi-skilling and generic working.

Assist in preparing relevant Capital bids for equipment replacement in line with the strategic needs of the Trust/Directorate.

To develop strategies for the continued development for all services.

To review the strategies periodically, present benchmarking and performance data to the Trust board on a regular basis.

To lead on the development and implementation of policies relating to the services being managed as part of the Soft Services Manager.

Managing Resources and Risk

Prepare and agree Annual Revenue Budgets and ensuring value for money for all expenditure is achieved.

Assume responsibility for delegated element of the revenue budget and participate in monthly expenditure reviews with the Head of Facilities.

Responsible for ensuring relevant policies and procedures are incorporated within Capital/Revenue re-development projects.

Advise the Trust and key Client groups on matters in relation to their business, through minimising risk and raising awareness, and be responsible for developing and monitoring relevant Policies and Procedures.

Responsible for all aspects of Health and Safety Management within all service areas.

Managing the Business

Ensure compliance with the Trusts SFIs/SIs and policies and procedures and all relevant Facilities Service Codes of Practice, statutory requirements and professional standards are maintained.

Responsible for the development of relevant operational policies and procedures for areas of responsibility that will document the critical aspects of the service provided.

Contribute to the development of performance measurement targets and quality standards (for area of responsibility)

Ensure effective communications with Client group on purpose and activity are maintained, and direct staff groups are briefed on service developments/changes.

Contribute to effective working partnerships with direct staff groups through collaboration and co-operation on service developments and changes.

Identify and assist in the development of income generating services and the monitoring of same.

Responsible for the Management and development on the monitoring of relevant critical interfaces between the telecommunication function and outside bodies/agencies, and the effective management of the service in the context of it being a critical business.
