Job summary

The Head of Estates and Facilities - Operations will lead a diverse team and be responsible for ensuring that the Trust's estate portfolio is managed safely, effectively and within statutory requirements. A key relationship will be with the Head of Estates and Facilities - Development.

The Trust strategy includes a broad range of exciting capital programmes including the development of our Rugby St. Cross site and expanding the range of services we will provide in community settings. The postholder will work closely with the Director of Estates & Facilities in the development and management of the estates elements of these programmes.

Main duties of the job

Through the professional estate management function, the post holder will establish and support the management of protocols for the safe and effective performance of all building services, plant, equipment, structures and fabric to meet the Trust's strategic goals, including Board Assurance.

The post holder will be a credible and visible leader, providing senior level oversight and support to all Estates and Facilities teams within the Trust, provide strong line management of the team within the Estates and Facilities service and work collaboratively with the Head of Estates and Facilities (Development).

The post holder will formulate, develop, implement and monitor policies and procedures, including risk management, on all of the aspects of the estate and facilities to ensure the Trust minimises risk and manages the whole range of functions in the most effective manner in accordance with legislation and national standards in conjunction with other outside bodies.

Job description

Job responsibilities

  1. The post holder will provide advice in respect of the departments staffing resource needs in conjunction with the strategic goals, and to ensure that longer term staffing needs, skills and personnel are built into a recruitment and retention strategy. This will be particularly important to inform the long-term design of the Estates and Facilities function.
  2. The post holder will ensure within the line management structure that appraisals, mandatory training and Personal Development Plans are undertaken for all Estates & Facilities staff, and that robust systems are in place for this continued monitoring and updating.
  3. The post holder will undertake risk management assessments in the identification and control of all business risks that they encounter in their area of work.
  4. Effective communication of Estates policy and technical information will be required with a wide and diverse range of individuals and organisations, including project company management teams, service providers for Hard FM services, executive and non-executive directors, corporate directors, clinicians, patients reference groups, and users of the facilities services contract across all relevant sites using written, numerical, oral and presentational communication skills.
  5. The role will require a high level of interpersonal and communication skills in managing complex, sensitive and often contentious information in areas where there are significant barriers to acceptance and understanding.
  6. The post holder may be required to support high level negotiations with a range of contractors and others as appropriate using persuasive argument to influence and negotiate and an ability to work collaboratively to address complex matters.
  7. The post holder should make judgements across a wide range of estates issues, taking into account legislation, H&S and conflicting demands. They will provide professional and technical expert advice on estates and contractual matters and be able to formulate estates development options.
  8. The ability to achieve strategic and operational objectives whilst balancing the day-to-day requirements of the clinical function, and maintaining the contractual obligations is essential.
  9. The post holder must have the ability to plan and prioritise own work and that of others, including the development of plans for the future taking into consideration the Trusts strategic delivery plan.
  10. The post holder will have financial responsibility for specific parts of the Estates Budget under the remit of Operations that is associated with the PFI.
  11. The post holder will lead the development and design of operational FM systems reflecting the required specifications of the users.
  12. The post holder is responsible for ensuring there is an effective recruitment, appraisal, and ongoing development of FM and Estates staff, and the production and delivery of teams training plans.
  13. Using expert professional knowledge of estates and FM Services, the post holder will be responsible for supporting and advising the organisations and service users, in ensuring all estates and FM obligations are met.
