Job summary
We have a rare and exciting opportunity to join and lead the West Midlands Radiotherapy Operational Delivery Network (ODN), hosted by University Hospitals Coventry and Warwickshire NHS Trust. The successful candidate will work alongside our established teams to facilitate effective and timely delivery of the Radiotherapy Service Specification and work to improve radiotherapy services across the West Midlands region.
The West Midlands Radiotherapy ODN was established in 2019 and covers 6 Radiotherapy units within the region. As well as the providers, the ODN has close professional relationships with the West Midlands Cancer Alliance, NHS England & Specialised Commissioning, Health Education England, and the various Colleges and Professional Bodies representing the radiotherapy workforce.
Whilst this post is hosted by UHCW, the post holder is equally accountable to the radiotherapy teams in the West Midlands, and as such, there may be an element of travelling between sites in the future.

Main duties of the job
The function of the ODN is to implement the NHS England Service Specifications and Radiotherapy Transformation Programme, as well as region specific improvement projects designed to improve services and outcomes for patients. This will be achieved through enhanced collaborative working across all providers, clinical engagement and leadership to further the ODN agenda and targeting deliverable and realistic projects, in keeping with NHS England's vision for ODNs of:
- Improve access to modern, advanced and innovative radiotherapy techniques
- Improve experience for patients who access radiotherapy services across the region
- Increase participation in radiotherapy clinical trials and research programmes
- Reduce variation in quality of services both regionally and as part of a wider national picture
- Reduce variation in equipment utilisation across the region and beyond
The ODN has several ongoing workstreams which will require a skilled programme manager to oversee the development and delivery of against national requirements and benchmarks, as well as someone with the scope and vision to identify and engage with stakeholders to launch new projects when required. The Programme Manager will need to be a driven, proactive and self-motivated individual to maintain oversight of a number of competing priorities and projects and long term programmes of work.

Main responsibilities:
- The Network Manager works with the network board and regional commissioners to develop and agree the networks work programme and applies project and programme management disciplines to assure their delivery. The post-holder monitors delivery of the programmes objectives and reports these to the network board.
- The post-holder will work with the Network Clinical Lead, Network Chair and the Network Board to establish appropriate and effective network leadership and governance arrangements that will support the network in the delivery of its aims.
- The post-holder develops a network communications strategy. As part of this the post-holder prepares reports of the networks work and achievements suitable for different audiences including network member organisations, regional commissioners and service users.
- The post-holder will work with the Network Clinical Lead and Network Chair as part of a multi-disciplinary leadership team to maximise operational effectiveness and consistency, ensure equitable access to services, improve the quality of care and manage patient flows across the network.
- The post-holder, working with the Network Clinical Lead and Network Chair, will ensure that the network develops common referral, care and transfer pathways and other policies, protocols, and procedures and ensure their operation across the network.
- The post-holder establishes and maintains systems for the collection, analysis and reporting of data on activity, patient flows, outcomes, quality of care and patient and family experience.
- The post-holder leads on capacity planning and management, assuring equitable access, the efficient and appropriate flow of patients along the pathway, manages system capacity and improves system resilience.
- The post-holder supports effective workforce planning across the network.
- The post-holder promotes and supports provider partnership working for patient benefit throughout the network, facilitating the resolution of differing views and approaches and tackling poor behaviour. This will at times be challenging because of the need to work across many organisations and a wide geography as well as many differing stakeholders.
- The post-holder works closely with the relevant service commissioners ensuring the development and delivery of an annual plan with clear objectives and milestones. The post-holder provides regular reports to the network board and to commissioners.
- The post-holder is the network budget-holder and manages the networks budget.
- The post-holder leads on HR issues and is the line manager for the network support staff.
- The post-holder leads on clinical governance, ensuring a comprehensive approach across the network including quality improvement, regular reviews of practice and outcomes and adherence to local and national advice, guidelines, recommendations, audits and standards.
