Main duties of the job

Working directly to the CQO and in partnership with staff, stakeholders and patient representatives, you will continuously work to improve the quality of our services, identifying and implementing improvements in line with our UHCWi methodology. As a driven and influential leader you will have an excellent track record in leadership and operational management, and have worked in a large complex organisation. You will also have experience in addressing complex multi-professional challenges faced in an acute setting and have first class communication skills which will afford you the ability to work collaboratively and inspire teams to deliver the best possible care to all of our patients.

Job responsibilities

Following the retirement of the existing postholder, we are looking for a dynamic and visionary leader to enable the development and delivery of our new Quality Strategy ensuring that the organisation is at the forefront of key developments in order to improving patient safety, effectiveness and experience.

Specific Responsibilities

Leadership

  • The post holder will lead on the development, implementation and sustaining of all aspects of quality (patient experience, clinical effectiveness and patient safety) relating to the Trusts Quality Strategy, with particular reference to current national policy and statutory obligations.
  • The post holder will lead the Quality Department and is responsible for all deliverables related to that team and the management of all staff employed within the directorate.
  • The post holder will provide advice as required on quality, quality governance and compliance issues, in accordance with local and national policy and statutory guidance.
  • The post holder will work collaboratively with professional and managerial leads in developing a culture which embeds clinical quality, patient safety, clinical effectiveness, patient experience and, monitors its impact to ensure continuous improvement.
  • The post holder will work collaboratively with external stakeholders to ensure development and implementation of quality systems, processes and learning across the health economy.

Quality

  • The post holder will lead on the programme of activity and lead on specific initiatives on related quality, clinical effectiveness and safety matters. Assist the clinical leads in balancing the challenges of providing high quality, safe services, with excellent outcomes and in a way that delivers efficiencies and meets the expectations of patients and the public providing a positive patient experience.
  • The post holder will lead on the preparation for any external quality assessments and lead the Trusts responses to consultations as appropriate. They will ensure relevant actions from the national/local recommendations are fully integrated into quality and safety strategies going forward.
  • The post holder will lead on quality arrangements that ensure full compliance with internal and external governance and best practice requirements in the areas of patient safety, patient experience and clinical effectiveness. They will ensure the implementation of policies and procedures to ensure they meet the CQC standards for quality and NHSLA safety standards.
  • The post holder will provide leadership to the Quality Department ensuring operational processes are robust and support learning from incidents, audit and experience.

Quality Governance

  • The post holder will take lead responsibility for performance of quality improvements that strengthen clinical care and quality standards.
  • Ensure there is a robust Quality Impact Assessment process in place for service changes and that this is embedded across the organisation to support decision making and change evaluation
  • The post holder will lead the development and management of CQUINs, Clinical Indicators and QIPP agendas, ensuring communication of performance reaches all staff, working with teams to address any variation in best practice. They will work in partnership with the external stakeholders in monitoring safe and effective care to patients/service users.
  • The post holder will be the Trusts lead for all external governance audits and reviews related to quality, safety, patient experience and clinical effectiveness practice. They will lead on clinical metrics as a method of monitoring quality, safety and effectiveness, providing assurance on data quality in conjunction with the Director of Performance and Informatics.
  • The post holder will ensure the Trust has a robust Corporate Business Records function.

Regulatory Compliance

  • Lead on the Regulatory registration process as defined within Health and Social Care (2008) Regulations 2009. Ensure there is a programme of internal inspection and audit that complements regulatory requirements and recommendations.
  • Be accountable for the development and implementation of a Quality Assurance framework to ensure that the Trust is achieving the standards required for the CQC registration. Ensure that the Trust has assurance processes in place for evidence collection and status of compliance.
  • Assess evidence collated by leads and advise on areas of improvement through a robust quality assurance process. Lead on the identification of areas requiring improvement to reach an acceptable compliance level for registration and advise relevant appropriate personnel.
  • Provide reports on a regular basis, and as directed or requested to the Quality & Safety Committee and the Chief Quality Officer on performance and progress. Monitor progress against improvement action plans and highlight areas of concern.
  • Ensure there is a process in place for the Trust to respond to a Regulatory inspection (E.g., CQC, NHSEI/CCG). Provide a point of contact for inspectors and co-ordinate the submission of information required.

Management

  • Lead the Quality Department teams, promoting leadership attitudes and capability at all levels. Line manage key members of the quality team, Associate Directors of Quality and others where required. Take responsibility for issues outside immediate sphere of responsibility as required.
  • As a Corporate Director contribute to Trust wide priorities and organisational objectives as required
  • Participate in the Silver Level/Senior Manager On call rota
