An exciting opportunity has become available for a 3 year secondment for the post of MERIT Clinical Lead.

The West Midlands Ambulance Service University NHS Foundation Trust (WMAS) MERIT Clinical Lead is primarily responsible for the provision of clinical leadership, clinical developments and clinical governance of WMAS MERIT and any other WMAS Enhanced care platforms. In addition, the MERIT Clinical Lead will ensure that all WMAS MERIT staff are suitably developed, educated and clinically supported.

The role will be based upon 4 Consultant PAs a week subject to agreement.

Applicants must be a Registered Medical Practitioner with a minimum of 7 years' experience and must have current registration with the GMC.

Job responsibilities

The WMAS MERIT Clinical Lead is responsible for the delivery of clinical care by WMAS MERIT and any other additional WMAS Enhanced Care platforms. They will also ensure robust clinical governance for all activities undertaken by WMAS MERIT and will provide managerial support to the WMAS Medical Director and the WMAS Head of Enhanced Care. The role is professionally accountable to the Executive Medical Director and Operationally accountable to the WMAS Head of Enhanced Care.

The Clinical Lead will work in partnership with the Senior Operations Manager for MERIT & Enhanced care to ensure that delivery of clinical care, education, clinical governance and clinical mentoring is managed in line with WMAS policies and procedure.

Specifically, the core responsibilities of the WMAS MERIT Clinical Lead are:

To provide strong, visible clinical leadership to WMAS MERIT and the wider Trust

To take overall responsibility for the clinical governance of MERIT and WMAS Enhanced Care platforms.

To contribute toward strategy for clinical services delivered on behalf of WMAS Enhanced Care systems

To be responsible for and ensure team development, mentorship, assessment and education is managed, monitored, and undertaken on a continuous basis for both CCPs and Doctors.

To take a leading role in the selection and appointment of Enhanced Care clinicians

To manage, maintain and communicate key clinical work streams with support of the WMAS leadership and governance team

To provide regular feedback to WMAS as required

In partnership with the Senior Operations Manager for MERIT & Enhanced Care, hold and maintain accurate records of clinical competency, currency and recency for all clinical staff working in the Enhanced Care Directorate.

Key Result Areas

Clinical Advice and Direction

To provide subject matter expertise on prehospital enhanced/critical care

To be an advocate for the highest standard of clinical care providing clinical and medical management support, leadership and guidance to both WMAS MERIT and the wider Trust

To ensure that all WMAS MERIT clinical care is evidence based and that clinical governance is based on international, national and local evidence and guidance.

Review and update existing guidance and develop new clinical guidelines for SOPs for WMAS MERIT and any additional WMAS Enhanced Care Platforms presenting these through the relevant WMAS groups and committees.

Ensure that clinical recruitment, training, education and clinical management of WMAS MERIT clinicians is done using a robust and transparent process.

Provide ongoing and annual medical reviews for all Doctors and Paramedics to support their annual appraisals including GMC medical revalidation processes for Doctors.

Peer review of WMAS MERIT clinicians to ensure safe, high quality and patient-centre practice.

When required, support or present business cases to relevant Trust committees, to justify the introduction of new clinical interventions and clinical equipment.

Contribute to the Clinical Strategy for the Trust.

Clinical Governance

Actively contribute to the reduction of clinical risk to patients from Trust activities through risk management, complaint resolution and incident investigation

Ensuring that the Trust learns lessons from experience and Trust policies and procedures are adhered to.

Oversee regular case reviews, case discussions and operational debrief of missions with appropriate escalation (re risk) as required.

Own overall responsibility for the delivery of clinical education, sharing of key learning points, implementation of new guidelines and coordination of regular clinical governance meetings

Oversee the delivery of direct clinical supervision of WMAS MERIT clinicians through peer reviewed shifts, the provision of feedback, delivery of education and, where appropriate, the setting of objectives.

Engage, where necessary, with Trust investigations into Serious Incidents

Proactively review clinical risk relevant to WMAS MERIT and additional WMAS Enhanced Care platforms in line with WMAS policy and procedure.

Through membership of the WMAS Immediate Care Governance Group, provide assurance to the Trust over the quality of all WMAS MERIT clinical activity and governance in addition to sharing key learning with other member schemes.

Participate in WMAS clinical governance programmes aimed at delivering year on year improvements in the quality of clinical care.

Contribute to all areas of information governance relating to WMAS MERIT including the Trust responsibilities in respect of Caldicott guidance and clinical information governance

Ensure adequate measures are in place for protection of vulnerable patients.

Act as a patient advocate to the Executive Medical Director in matters of clinical care, ensuring the standards adopted and practiced by the Trust conform to the ethical principles of beneficence, non-maleficence, justice and autonomy in line with the GMCs good medical practice guide.

Assist the Executive Medical Director with Medical Governance where required.

Clinical Education and Development

Ensure that recruitment, training, education and clinical management of WMAS MERIT clinicians is done using a robust and transparent process.

Oversee and support the recruitment, development, and activities of any direct reports.

Within the Enhanced Care Directorate, lead clinical education for CCPs, Trainee CCPs and Doctors to ensure that the Trusts MERIT and Enhanced Care need is met through a workforce with the right skills education and training.

Oversee the delivery of regular morbidity and mobility reviews, ensuring the dissemination of clinical information and the sharing of key learning from case review and discussion.

Manage the competency, currency and recency of WMAS MERIT Doctors using metrics such as annual appraisal, peer review, analysis of portfolio and the monitoring of attendance and engagement.

Contribute to the Trusts Major Incident Plan, being a subject matter expert in the provision of prehospital enhanced care.

Clinical Audit and Research

Lead WMAS MERITs participation in clinical research and audit pertinent to the areas of enhanced clinical practice with a view to ensuring the continuous improvement of patient care.

Oversee the development of clinical audit and research programmes, promoting the Trust and creating a culture of being a leading example of a organisation based on evidence based clinical practice

Engage with research undertaken in the wider Trust, providing advice and support to WMAS colleagues and external research partners.

Leadership and Corporate Governance

Work in partnership with the WMAS Head of Enhanced Care and Senior Operational Manager: MERIT & Enhanced Care to provide strong and visible clinical leadership.

Contribute to the development of clinical policy, SOPs and guidelines.
