Director of Infrastructure Development and Site Services
This is an exciting time to join University Hospitals Plymouth NHSS Trust as we build our new Emergency Department, open an additional Urgent Treatment Centre and implement our Electronic Patient Record: these are once in a generation changes for our NHS in the South West and we are seeking a highly experienced and motivated Director of Infrastructure Development and Site Services (DDIS) to lead our strategic planning, project delivery and stakeholder engagement for a range of infrastructure projects. You will be the key driver in ensuring the successful implementation of our ambitious infrastructure plans contributing to the growth of our hospital sites.
As the Director accountable for Estates & Facilities, the DIDSS will be responsible for the on-going development, implementation and support of many complex solutions for the delivery of estate strategy, facilities management and engineering services across the entire property portfolio.
The DIDSS will also provide oversight and scrutiny of the delivery of the Trust's capital programme, ensuring that benefits are delivered, and Trust wide infrastructure risk is clearly identified, and managed. Alongside this, the DIDSS will provide advice on commercial contracting arrangements across the organisation.

Main duties of the job
To take lead responsibility for the Estates Development for major capital projects, ensuring the effective planning, development and financial management of all services provided.
Establish and drive a robust governance process that provides assurance to the Deputy Chief Executive on the emerging estate infrastructure strategy and plans, and on the development and delivery of capital business cases through to realisation.
Manage the tension between the short to medium term clinical and infrastructure priorities and the long-term hospital redevelopment plans and be accountable for ensuring that the resulting risks are understood and are appropriately managed and mitigated where possible.
Support the development of a clinical strategy that underpins the development of business cases for hospital infrastructure and use this to develop the vision and roadmap for the future estate infrastructure required, leading on the development and management of plans to develop the hospital site in line with this programme.
Provide and receive highly complex information, communicates Estates & Facilities policy, technical information to Senior Managers, and conduct high level negotiations with contractors, consultant parties, local authority officers and other external bodies.

Provide the leadership for developing the brief for non-clinical services including developing the brief for corporate, estates and Facilities Management services; understanding the requirements in relation to research & development and education; developing the brief for infrastructure requirements including defining energy, defining IT and equipment needs and identifying the needs of other facilities on site such as retail and restaurants.
Ensure the governance for the procurement of the contractor and delivery teams, including any specialist advice and support required to deliver the business case development and delivery.
Ensure that the healthcare infrastructure is designed and constructed to deliver the highest standards of environmental sustainability to meet the objectives set by Trust and through national policy. Ensure that the full potential of Building Information Modelling is achieved both in the construction stages and operational phases of the hospital.
Ensure that there is appropriate whole site master-planning, which supports the development of the hospital design, including ensuring that proposals are in line with the strategic site development strategy, and development control plans, and that hospital infrastructure and access requirements are aligned with the corporate and clinical strategies.
Work with system partners to ensure that significant funding opportunities create social value and leave an economic development legacy not only for the organisation, but also the wider city and region.
Manage the relationship between partners and within the organisation to ensure that issues and risks are appropriately identified, including the management of clinical design risks and working collaboratively to proactively mitigate risks as well as identify and deliver solutions to enable the development of financially sustainable solutions.
