Job summary

The IM&T department is leading transformation across the Trust and supporting the Trust in its ambitions to digitise workflows for safer, patient centred, and more efficient care. The Chief Business & Governance Officer will be responsible for developing and delivering a IM&T strategy and vision to ensure that the corporate IM&T service Business and Governance is "fit for purpose". The role oversees IM&T business and commercial matters, builds business cases, IM&T compliance and performance, IM&T governance, and cyber security. The role is a senior leadership role within the department.

About us

The post holder will play a prominent role in organisational development and strategic leadership, business change, and championing new and transformational ways of working within the IM&T Service.

The post holder will be responsible for the management of the IM&T Business and Governance functions within the Trust.

The post holder will lead dynamic teams to assure that the corporate IM&T service provides support to the Trust.

Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS at Risk staff throughout Devon who is able to display recent relevant experience as dictated by the Person Specification.

Job responsibilities

Strategic Leadership for IM&T

  • Provide corporate strategic IM&T leadership to the IM&T Department and expert advice on healthcare IM&T to the Trust.
  • Assist in the development and execution of an IM&T strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care.
  • Recognise and ensure national IM&T priorities and initiatives are reflected in local priorities and plans for service development.
  • Present to senior groups as required to ensure IM&T issues maintain a high profile, including the presentation of highly complex, sensitive or contentious information when significant barriers to acceptance exist, potentially in hostile or antagonistic environments.
  • Promote the value and importance of effective IM&T throughout the Trust.
  • Provide professional leadership for the wider Informatics community within the Trust and for all aspects of IM&T throughout the organisation.
  • Provide expert advice and guidance to managers, health professionals and others on IM&T-related issues.
  • Act as the Senior Responsible Officer for various development projects that will support the Digital Programme.
  • Contribute to the development of strategies and IM&T services across the Integrated Care System and wider Southwest Peninsula; enable best practice to be shared and contribute to the evaluation of potential common solutions; represent the Trust at local, regional and national meetings.

Managing Change & Enabling Transformation

  • Identify and manage internal and external stakeholder interests to maximise benefits and integration into clinical service modernisation plans, ensuring that IM&T is integral to the on-going modernisation agenda.
  • Manage the continual and highly complex negotiation and planning of multiple requirements from Clinical and Corporate departments, which may exceed the resources available to the Trust, whilst maintaining a professional approach.
  • Communicate with a wide range of senior clinical and non-clinical staff, and with senior officers of external organisations, to persuade others, and negotiate the implementation of change in IT-enabled developments.
  • Work with and enable other IM&T staff to work with clinical leaders in the Trust to achieve clinical engagement in all IM&T developments.
  • Ensure that clinical/service priorities are reflected in local IM&T plans.
  • Support change to ensure that benefits are realised.
