We are looking for a Capital Buildings Projects Manager to work in the Estate Development Team to manage the delivery of major capital projects and on future hospital projects. The post holder will work closely with Senior Capital Project Managers within the team to ensure that schemes are effectively managed and delivered, drawing on technical expertise from the wider Site Services and Estates teams as required. The successful candidate will be involved in the whole project lifecycle, from business case development, design and construction, through to post project evaluation and reporting.

Main duties of the job
- Work as one of a number Project Managers that are essential for the successful delivery of minor and major capital projects within the Estate Development team. Responsibilities will include the development of the Project Brief, Project Cost, Project Structure, Project Plan, Governance and Controls Assurance, Procurement Process, Communications strategy, Negotiations, Operational engagement, Trust, Divisional, Directorate and Clinical input to successfully deliver the project.
- Ensure that business cases are developed and approved through the Trust Business Case process. Significant schemes are required to utilise the "Five Case Model" based upon the HM Treasury publication "The Green Book" and the Supplementary Guidance. Delivery of projects will include the preparation and coordination of the business cases process. This will require presentation of business cases to a wide variety of technical and managerial Committees.
- Work as a senior member of the Capital Development Team within the Site Services Directorate, which has responsibility for the delivery of capital projects, fire safety, hard Facilities Management (Estates) and Soft Facilities Management (Hotel Services). The role will engage with stakeholders from across the team to ensure the successful delivery of projects.
- Provide professional and technical, high quality, cost effective, informed and timely advice that enables sound investment decisions and approvals to be made.

PRIMARY DUTIES & AREAS OF RESPONSIBILITY
Project Development and Delivery
- Manage, monitor and coordinate the activity required for the successful delivery of minor to major multi stranded, inter-related and concurrent Trust capital projects and developments. This will include project management of the business case, specification development, design and construction phases of schemes. This activity will include the timely preparation, co-ordination, management and submission of a range of documents and information, including reports to Steering Groups, Project and Trust Boards, and stakeholders together with authorship of sections of the business case.
- Develop bids for funding from external organisations, working in collaboration with others to achieve timely submission, and a tender response that has the greatest opportunity of success.
- Ensure that projects are delivered in accordance with the requirements of the Trust Standing Orders and Standing Financial Instructions and that all schemes are designed in accordance with all appropriate legislation, guidance and best practice including Health Building Notes, Health Technical Memoranda and the bespoke suite of Trust design guidance.
- Work alongside and in co-operation with the other members of the Directorate and also with key stakeholders including the Capital Accountant, Procurement Department, Infection Prevention and Control, Medical Science, Care Group Directors and Managers and associated clinical/corporate teams; with the objective of delivering specific capital projects from inception to completion/final account and post project evaluation.
- Manage the activity of a wide range of people and organisations in a matrix project delivery team environment. Manage the competing demands across projects, and work with other project managers and the Programme Management Office to ensure that resource is scheduled appropriately to allow for successful project delivery.
- Manage the activity of consultants including the preparation of consultant fee bid tender documentation for the appointment of architects, structural engineers, building services engineers, planning consultants, specialist surveyors and other external consultants as required and in accordance with any framework arrangements which the Trust or NHS may have in place (for example, specifically, Procure 21+ and the NHS Shared Business Services Framework).
- Formulate and manage integrated project teams, which will include participation in, or chairing of, both internal stakeholder Steering Group meetings and external consultant Design Team meetings, and, at construction phase regular progress meetings.
- Manage the conversion of clinical output specifications provided by Stakeholders into design briefs for design teams to facilitate delivery of fit for purpose outcomes. This may involve seeking a wide range of in depth technical advice to allow the most appropriate estates solution to be found that meets the requirements of the clinical and other Stakeholders.
- Ensure that project governance arrangements are in place including regular minuting of meetings, lines of accountability, risk register, programme, budgetary control and cash flow forecasts as appropriate.
- Manage all budget costs associated with the assigned projects and ensure accurate financial control systems are in place reflecting Trust Standing Financial Instructions.
- Set up and manage the construction and engineering contracts, including the preparation of tender documentation and the execution of tenders, either directly, or through liaison with the Trust Procurement Departments e-tendering facility or by management of external appointed consultants.
- Carry out surveys of sites, buildings and services, using surveying/measuring equipment, and detailed programmed inspections, condition surveys etc.
- Assist the Senior Capital Projects Managers in developing and managing the Trust life-cycle cost projections.
- Carry out inspections of building works in progress to ensure that they are in accordance with the contract documentation. Carry out final snagging inspections of building works and prepare and submit reports accordingly.
- Be responsible for the management of project filing systems, both hard copies and computer data files.
- Use project management and planning software to schedule the departments workload and produce planning tables and charts. Prepare project reports as required for a wide range of audiences.
- Ensure that statutory inspections and surveys for delegated projects (e.g. building control, environment agency, fire authority, infection control etc.) are carried out by relevant inspectorates, ensuring that corrective action is monitored and promptly executed by the project management team.
- Adhere to and where necessary develop policies and procedures to assist in the effective delivery of capital projects including; project processes, contract and contractor management, statutory procedures, design development and procurement.
- Complete post completion reviews of projects to ensure that benefits have been realised, and lessons learned have been identified, shared and embedded in future practice.
- Communicate and negotiate estate policy and technical information at senior level and provide professional advice and reports to the senior management team.
- Ensure that all Trusts CAD as-built drawings are available and up to date for all projects carried out before handover to the Estates team. Ensure that any existing defects with current standards are identified and either resolved as part of the project, or new works commissioned.
Health and Safety
- Be responsible for ensuring a comprehensive risk register is maintained for all activities in relation to delegated projects.
- Be responsible for health and safety of staff involved in delegated project delivery and to ensure that all Trust and departmental health and safety policies are implemented and monitored.
- Be responsible for the preparation of all Health and Safety documentation relating to the design and construction process, including Health and Safety planning, risk assessments and method statements and the execution of all the Health and Safety duties as part of the project planning/design/delivery process.
- Contribute to, and work within a safe working environment, including appropriately challenging poor practice wherever it occurs.
