Job summary

Senior Capital Projects Manager x 2: Site Services Department, Derriford

University Hospitals Plymouth NHS Trust is embarking on an ambitious programme of transformation of its services, its estate and wider infrastructure.

We are now looking for two Senior Capital Projects Managers to join our Future Hospital Programme team, and to manage the delivery of major capital projects both in Derriford and across Plymouth. The successful candidates will be involved in the whole project lifecycle, from business case development, sustainable design and construction, through to post project evaluation and reporting. Experience in managing major building projects, together with construction knowledge and previous use of standard forms of contract will be required, whilst great communication skills, both written and verbal, will be essential to engage with a wide range of stakeholders within the hospital and more widely across Plymouth, Devon, and the South West peninsula.

Main duties of the job

  • Provide effective planning, project management and related professional services, in accordance with current best practice, to enable the Trust to deliver projects which provide quality healthcare services.
  • Be responsible for the development and management of the Trusts high value and complex capital and equipment replacement projects.
  • Be the professional lead for the Trust's major capital projects providing advisory and management services for the delivery of large projects including; appointment of professional project and design teams, procurement and contract strategy, selection of contractors and managing large and complex stakeholder group (both internal and external).
  • Manage discrete and / or linked projects in the capital programme from initiation to full operational status, ensuring achievement of agreed benefits within agreed timescales and budgets set through the business case approval process.
  • Implement best practice, project management methodology and internal project management framework ensuring agreed benefits are delivered within agreed timescales and budgets set by the business case/capital programme.
  • Provide procurement and contract management expertise and be responsible for delivering the appropriate procurement strategies and contract forms for individual projects dependent on objectives.

About us

The Trust has been selected for investment under the government's New Hospital Programme and is planning on undertaking a phased redevelopment of the Derriford estate over the next decade. In parallel with work at the acute hospital, the Trust is also delivering a substantial programme of work in the wider Plymouth healthcare estate, to upgrade existing facilities and to build new facilities including health and wellbeing hubs in conjunction with our partner organisations.

Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS at Risk staff throughout Devon who is able to display recent relevant experience as dictated by the Person Specification.

  2. Be able to develop robust and effective partnerships with all key specialist stakeholder groups such as Infection Prevention and Control, Fire, Security and Radiation Protection Advisors.
  3. Contribute to delivery of the Trusts strategic objectives and business drivers.
  4. Contribute to the development of Policy to ensure the Trust is compliant with all statutory and technical standards for the delivery of major capital projects.
  5. Design, develop and implement processes to ensure the effective delivery of major capital projects change and provide quality assurance they are being delivered in accordance with best practice.
  6. Be able to act with a high degree of autonomy, managing own work load and overseeing highly technical projects.
  7. Be able to provide detailed and regular financial management and reporting of capital projects to the Future Hospital Programme Manager, Associate Director of Finance, and Director of Estates & Facilities.
  8. Deputise for the Future Hospital Programme Manager as required.
  9. Have the ability to lead discussions and gain agreement from a range of stakeholders, often with differing priorities, within the set time constraints; occasionally this will require difficult decisions to be made regarding priorities in the best interests of the Trust, staff and service users.
  10. Ability to analyse and trouble shoot complex estates and environmental problems ensuring resolution is achieved through a constructive process.
  11. Ability to develop outline and detailed business case proposals, aimed at improving service delivery and to support new clinical pathways.
  12. Ability to provide specialist advice on every aspect of project delivery and related services to support corporate activities and decision making.
  13. Work closely and collaboratively with all parts of the Estates & Facilities Directorate to ensure all aspects of Estates & Facilities processes and plans are complied with and considered within strategic plans.
