PRIMARY DUTIES & AREAS OF RESPONSIBILITYContinuing responsibility for the assessment of care needs and setting standards by: Organising the ward team to provide individualised patient care by utilising skill mix appropriately within the available resources. Ensuring staff work within national and locally agreed policies and procedures. Compiling, implementation and evaluation of philosophies of care, ensuring support for the patient and his/her family and all staff members. Leading and participating in clinical audit, using the results to improve and enhance nursing care. Leading the implementation of policies as per Trust/National guidelines.
Maintain a safe working environment, ensuring high standards and safe practice are maintained by: Teaching staff to understand their responsibilities e.g. environmental cleanliness, maintenance and use of all equipment within clinical setting Monitoring incidents, accidents and complaints and participating in corrective action and the monitoring of outcomes. Adhering to the guidelines of the Health & Safety at Work Act. Utilisation of Trust Risk Assessment documentation, to ensure that Health & Safety / Clinical risk issues are identified / actioned in the ward area.
Management of the area, including the deployment and supervision of staff, to ensure that Trust, Divisional and Directorate Policies and Procedures are carried out correctly by: Planning off-duty rotas to make effective use of staff as per Trust Policy. Being responsible as the delegated budget holder for efficient and effective usage of the available resource. Recording and maintaining staff attendance records, managing and monitoring sickness and absenteeism in accordance with Trust Policy. Carrying out agreed procedures for the appraisal and counselling of staff. Leading recruitment, selection and retention up to and including Junior Sister level.
Establish and maintain effective communication channels within and outside the department by: Leading the establishment of a teamwork philosophy, empowering others to take part in the decision making process. Actively involved in regular Deputy Ward Manager Meetings, organising Ward Meetings and participating in Service Line forums as required. Playing an active role in the integration of Patient and Public Involvement. Effecting change in order to meet changing patient need. Providing Senior Nurse cover within the Service Line and deputising for Matron as required. To participate in the Major Incident Policy.
To be responsible for the continuing assessment of performance and the identification of development needs of team members by: Ensuring that all new members of the team have a designated Mentor and participate in the induction and education of all new members of the team. Ensuring that all staff have an annual appraisal that includes a personal development plan relevant to their particular needs. Leading programmes to support staff in meeting PREP requirements.
Actively participating in the educational programme of all staff, including students. Close liaison with the Practice Development Department, offering practical and clinical guidance and attending lectures and meetings as required. Constantly updating own knowledge, recognising the importance of a critical approach to research and developments in nursing. Leading the implementation of Improving Working Lives on the ward, with guidance from Human Resources and as per Trust Policy Work collaboratively within a multi-disciplinary team and participate in the induction of locum staff to ward policies and routine

Assessing risks and implementing the necessary actions to minimise these risks within their sphere of responsibility. They must also enable staff to attend the relevant statutory and essential training. Managing attendance in accordance with the Trusts Attendance Management Policy.
All Heads of Departments are responsible for
Ensuring all necessary risk assessments are carried out within their division, Service Line or department in liaison with relevant sources of specialist support and expertise within the Trust. They must also ensure that the risk management process is completed appropriately.

Budget Holder ResponsibilitiesThe Trust has a devolved management structure, guided by Responsibility Accounting principles, whereby financial duties are delegated from the Accountable Officer (the Chief Executive) to Executive and Clinical Directors, then to Service Line Managers/Heads of Department and then to nominated Budget Holders. Each Budget Holders areas of responsibility are defined by the cost centres assigned to them.
Service Line Managers are required to take responsibility for the budget setting process and confirm the details of the Delegated Budget Holders who are responsible for setting budgets for each cost centre. Budget Holders will be the primary point of contact for the exchange of information on the budgets to be set, be involved in setting their budgets, taking into account any financial restraints or targets, and sign off their budgets as a correct record of the budget discussions. A list of all Budget Holders will be maintained by the Finance Department.
Budget Holders key responsibilities in relation to budgets are to:
confirm formal agreement of their final budget in the Budget Holder Monthly Checklist; deliver the required level of services within the budget; and take action where required and work with their Service Line Manager to ensure the above, agreeing on budget changes as appropriate.
