Job summary

To act as Chief Financial Officer for the Division taking full responsibility for financial controls, financial management and the interpretation of financial policy within the Division and to be responsible for providing a sound financial management support service.

The post holder will contribute as a member of the financial management department to the development of a financial management service that fulfils the needs of the users.

Main duties of the job

> To produce monthly management accounts and forecasts which show a true and fair view in accordance with Generally Accepted Accounting Principles under International Financial Reporting Standards.

> To produce and develop a monthly finance report, while maintaining consistency with Trust level reporting, which clearly explains:

  • The key financial challenges facing the division
  • Major drivers of financial performance including activity in major specialties and significant costs
  • The links between activity, income, workforce and costs
  • The links between significant operational issues and historical and forecast future financial performance
  • To present this report to senior management including Executive Directors at the Divisional Performance Review.

> To develop financial and other systems related to finance within the division

Job responsibilities

  • As part of the Divisional Senior Management Team, to be responsible for the delivery of all divisional financial targets and financial objectives, in particular to ensure strong financial governance and to support the long term financial viability of both the division and the Trust as a whole.
  • To challenge colleagues constructively when appropriate, maintaining effective working relationships to ensure that work is carried out efficiently and to a high standard.
  • To play a leading role in the Divisional Senior Management Team, contributing to strategic planning in the division and to key decisions which extend beyond solely financial issues. This will require a good understanding of the wider strategic and operational issues facing thedivision and strong relationships with clinicians and budget holders.
  • To understand the Trusts overall financial strategy, in particular the activity, workforce and estates implications, as documented in the Trusts Integrated Business Plan and Long Term Financial Model. To interpret the implications for the Division and to help the Associate Director to communicate them within the Division and to build them into divisional plans.
  • To play a leading role in the development of divisional and service line business plans that are consistent with the Trusts overall strategy.To lead the roll out of service line reporting and to support the roll out of service line management within the division, working with finance staff, budget holders and non financial managers.
  • To work with the Associate Director to lead detailed budget setting in the Division within a Trust-wide framework. This should ensure that budgets reflect appropriately phased operational plansthat meet the Divisions financial targets.
  • To monitor all divisional budgets in order to identify and highlight issues which may requireoperational and financial plans to be revised or performance to be managed.
  • To support individual budget holders in the analysis, maintenance and control of budgetsensuring that new appointments/developments are within agreed establishment with recurrent finances identified. To be proactive in investigating budgetary variances and agree corrective action with the budget holders, clinical leads and the Divisional Senior Management Team.
  • To use financial analysis, reviews of operational efficiency metrics and benchmarking techniques to identify opportunities for efficiency improvements.
  • To ensure that appropriate financial input is incorporated into all business cases and efficiency initiatives at an early stage. To sign off all proposals that the division puts forward, in doing soconfirming that they are complete and stand up to scrutiny, that the wider financial implications for the division have been considered and that they are consistent with the Trusts overall financial strategy.To lead the financial performance management of all relevant divisional initiatives including efficiency schemes and service developments.
  • To take responsibility for capital asset planning and management within the Division. Thisspecifically includes development and maintenance of a ten year capital programme for thedivision.
  • To work with the Financial Accounting team to develop and maintain robust financial systems,financial controls and processes in the Division in support of Trust wide systems, financialcontrols and processes.
  • To support divisional and trust wide initiatives to improve data quality.
  • To ensure that financial risks and control risks within financial systems are managed and recorded in Datix, the Trusts risk management system.
  • To ensure that divisional managers comply with Trust Standing Financial Instructions, StandingOrders and decision rights that have been devolved to the division.To support reviews of financial systems, financial controls and processes by the corporate finance team, internal and external audit by co-operating with their investigations and acting on their recommendations.
  • To provide support to the commissioning team by supplying relevant and timely financial information to inform contract negotiations with commissioners. To take an active role in negotiating directly with commissioners if appropriate within an approved Trust wide framework.
  • To ensure regular reconciliation of the divisions establishment to pay budgets, to monitor the financial implications of vacancies and to work with HR to develop an affordable workforce strategy.
  • To lead on the production of reference costs for the division by building on in year service line reports ensuring these are produced within national timescales.
  • To lead on the costing and agreement of significant internal and external recharges within Trust guidelines on behalf of the division and where necessary on behalf of the Trust (e.g. privatepatients).
