Job summary

To lead on the financial aspects of strategic projects and major capital schemes to provide financial expertise on a range of complex issues, and to support these through the Trust approvals process.

Main duties of the job

  • To ensure the efficiency, integrity, and effectiveness of major capital expenditure against the Capital Plan and manage the financial aspects of the purchase of large items of capital.
  • , Accountable for coordinating and reviewing strategic business developments across the Trust ensuring they fit with the Trust and South West London (SWL) ICB plans and strategy. Making recommendations and suggestions to ensure that strategic plans are fit for purpose, whilst considering the wider implications on the Trust.
  • The postholder will provide strong leadership within the finance team, demonstrating expert accounting and business knowledge, analytical support and clear presentation of complex financial and other information to clinical and non-clinical colleagues.
  • Extensive proven knowledge of investment appraisal, cost improvement, financial modelling, and business case development will be required to assist in the delivery of high quality strategic financial advice.
  • To lead on integration within Croydon place from a financial perspective, including integrated reporting with in Croydon.

Croydon Health Services provides integrated NHS services to care for people at home, in schools, and health clinics across the borough as well as at Croydon University Hospital and Purley War Memorial Hospital.

CUH provides more than 100 specialist services and is home to the borough's only Emergency Department and 24/7 maternity services, including a labour ward, midwifery-led birth centre and the Crocus home birthing team.

Purley War Memorial Hospital (PWMH) in the south of the borough offers outpatient care, including diagnostic services, physiotherapy and ophthalmology services run by Moorfields Eye Hospital, alongside an onsite GP surgery.

  • Provide leadership, expert knowledge and support to strategic change management and business development and taking responsibility for reviewing and maintaining a robust, evidence based investment decision making process for the Trust based on sound financial information that does not impact negatively on the wider Trust.
  • Provide financial expertise to complex Strategic projects.
  • Ensure financial and economic modelling aligns national requirements with organisational needs, presented in a robust and easy to understand way to ensure adoption across the Trust.
  • Conducts strategic financial assessments and provides financial input to strategic projects business cases, testing the rationale behind investment decisions and using an understanding of the strategic context behind NHS decision-making to inform conclusions.
  • In the context of unprecedented and technically innovative proposals identify where technical accounting implications may impact business case delivery and lead on securing technical external accounting/legal advice as appropriate.
  • Support business cases through the internal governance process for approval, including the Business Case Review Group (BCRG), Change Management Group (CMG), Capital Programme Group (CPG), Finance, Investment and Transformation Committee (FITC) and Trust Board as appropriate. To also support through external Committees where needed, for example, SWL ICB Capital Investment Group (CIG) and SWL Finance Committee.
  • Ensure a smooth financial interface from Business Case approval transitioning to Business as Usual.
  • Support the post implementation review of major projects and Business Cases and the implementation of any areas for improvement.
  • Oversee the monitoring and reporting of financial delivery against agreed cost improvement plans.
  • Responsible for providing comprehensive monthly reporting to the Finance, Investment and Transformation Committee (FITC), Trust Board and the One Croydon Alliance which sets out the financial position of the integrated health and care system in Croydon. This includes the Trust, Croydon Place of SWL ICB, Adult Social Care of Croydon Council and South London and the Maudsley Mental Health Trust (SLaM).

Capital

  • Provide the finance requirements of significant and complex capital bids, including the development of business cases through to the post-evaluation process and monitoring requirements.
  • Lead on the financial and economic appraisal of strategic capital business cases, as a key member of the project team and providing robust financial challenge on such business cases.
  • Ensure value for money is incorporated and delivered in all strategic and capital projects involved in, including ensuring that financial risks within cases / bids are communicated clearly and understood by parties involved, and that benefits realisation and performance is monitored post implementation.
  • Provide support to Directorates and Corporate departments to ensure the effective and efficient use of available capital resources.
  • Lead on the monitoring of strategic capital projects and programmes including:
  • Advising on material variances;
  • Assessing impact and consequences and projects;
  • Scenario modelling;
