Job summary

We are seeking an experienced person to join our on-site engineering team as a Electrical Estates Officer, reporting to the Estates Operations Manager, who will be an active member of the Estates team responsible for carrying out, leading, and supervising the safe installation, operation, maintenance, and repair of the Trust's plant, equipment and buildings.

Main duties of the job

The post holder will be required to work under pressure in emergency situations where the failure to act promptly or safely may result in serious injury, damage or loss of life. Previous NHS experience is not essential although would be useful, full supplementary training will be provided.

Please note: This role includes the responsibility of being a member of the on-call team supporting the Trust out of hours.

Job description

Job responsibilities

1. Assist the Operational Estates Manager in devising and developing the departments operational estates plans. The plans will prioritise the maintenance, repair, refurbishment and upgrade of the Trusts buildings, services, plant and relevant equipment, ensuring the most demonstrably cost-effective deployment of staff and resources by participating in appropriate "benchmarking" exercises, so that backlog maintenance is minimised, and standards maximised.

2. Assist in managing the Trusts Condition Appraisal system ensuring that there is an ongoing annual and 5 year rolling maintenance programme covering all building, engineering, grounds & gardens, relevant equipment and systems.

3. To assist with the day-to-day management of the CAFM maintenance management system, including maintenance of asset records, code tables, and the setting up of planned preventative maintenance tasks and plans.

4. To provide detailed and statistical information from the CAFM systems as required.

5. Ensure that the Trust complies with all statutory, mandatory, NHS and other regulatory requirements with respect to the Trust Estate.

6. Have a detailed knowledge of Health & Safety and Fire Regulations and other relevant legislation, working with the Trust Health and Safety Department and all Estates & Facilities staff, to ensure safe working environments for staff, patients and visitors to the Trust.

7. Ensure work that cannot be cost-effectively carried out by the in-house maintenance team is assigned to competent external consultants and/or contractors, in accordance with the Trusts Standing Financial Instructions and other Regulations. Managing and supervising the implementation of such works; and assist in the development and maintenance of the Trust's schedule of competent and compliant consultants and contractors.

8. Take responsibility for the management and implementation of maintenance contracts and minor improvement projects, under the direction of the Operational Estates Manager as required.

9. To manage the overall maintenance operation of the Trust estate, deploying services as flexibly and cost-effectively as possible using internal and external staff as necessary, utilising IT systems fully.

10. Set the overall standards for maintenance staff. The post holder will monitor service levels, pre-empt changes in users needs and anticipate future requirements, maintain overall quality, balancing different demands, and ensure their staff have the support they need to provide a quality service and fulfil their role.

  • Educated to a degree level or equivalent
  • HNC or equivalent in a relevant Engineering subject.
  • Completion of a recognised engineering related apprenticeship.

  • Appointed Person or equivalent competency in Water, Ventilation, Pressure Systems, Work at Height, LOLER/Lifts, Confined Space, Pressure Systems, Medical Gas.

Experience

  • Experience in the management of a large and complex Estate.
