Job summary

The Deputy Chief Operating Officer (DCOO) is responsible for the operational management, performance and service improvement of care to patients. On behalf of the Chief Operating Officer the post-holder takes the lead for specific programmes of work to build sustainability in operational delivery and service development, this will include:

  1. site-based leadership of the QE/UHL and community site(s), including the development of the clinical and operational community, the coordinating clinical strategy and prioritisation of resources, the leadership of the site in extremis and the overall coherence and quality of services to patients;
  2. driving service improvement and performance delivery working across clinical, operational and corporate teams; inspiring, problem-solving, prioritising, action planning and holding teams to account for delivery;
  3. clinical service strategy and planning; developing and delivering sustainable models of care that meet the needs of our patients and our performance requirements;
  4. significant capital and renovation plans and project delivery, including prioritisation of space and service delivery;
  5. urgent and emergency care strategy/elective care strategy, including local and system priorities:
  6. external representation of the trust in partnership development and delivery with local partners.

Main duties of the job

The Deputy COO will have overall accountability for the management and leadership of the Queen Elizabeth Hospital/UHL and Community site(s), working with the Site Deputy Medical Director, Site Director of Nursing, the Directors of Operations and the Divisional leadership teams. They will role model effective triumvirate leadership and team based problem-solving, using all available resources to ensure delivery and development of safe, high-quality clinical care and the best possible patient experience.

The Deputy COO will have trust-wide leadership of urgent and emergency care strategy [or elective] and associated quality and performance improvement plans. They will lead the trust-wide approach to best practice models of care delivery internally and in external partnerships. They will ensure an engaged clinical-operational leadership teams and a continuous learning culture that is confident in improvement methodologies. They will ensure convergence /coherence across the trust wherever possible, minimising variation in patient experience while adapting best practice to local resources and population priorities.

  • Ensure that the Trust meets all national and local targets and standards related to urgent and emergency care and has an effective UEC improvement plan and programme in place.

  • Act as SRO for transformation programmes related to urgent and emergency care ensuring effective plans are developed and delivered.
Service delivery hospital and community/ site leadership
  • Through matrix working with the site leadership team, clinical divisions and Director of Site Operations be responsible for the safe and effective delivery of site wide clinical operations.
  • Work with the site leadership team, clinical divisions and Director of Site Operations to agree and implement effective whole site escalation plans linked to local triggers and the Opel framework.
  • Work with the Director of Site Operations to ensure clear SOPS and communication channels are in place re site-escalation status and associated action plans for all stakeholders.
  • Work with senior clinical and operational leads to understand issues, agree actions plans and ensure effective delivery of cross divisional quality and performance improvement.
  • Triangulate information through visits to operational areas, observing behaviours, and undertaking honest, supportive and open discussions with staff.
  • Accountable to the COO for the leadership and direction of all hospital estates and facilities to ensure the delivery of all relevant site-specific activity and performance objectives.

  • Work with the Site Director of Operations and Director of Estates & Facilities to deliver improvements in infection control, environment and health & safety standards in all operational areas.

  • Line manage all staff reporting directly to the post holder (Divisional Directors of QEM and ACS, Director of Site Operations). This includes recruitment selection, performance management, and identification of training and development needs, in accordance with the employment policies and practices of the Trust.
  • Work with the Chief Operating Officer and Chief People Officer to develop integrated workforce planning strategies.
  • Promote best practice and seek opportunities in the retention of clinical and managerial staff, ensuring development and succession planning to enhance job satisfaction.
  • Ensure that the workforce reflects the diversity & inclusion of the local population and promote equal opportunities.
  • Assist with developing robust business continuity plans for the hospital sites and to chair the site-specific working group/s.
Governance, Quality & Risk Management
