Estates & Facilities has a fundamental role in providing a high-quality hospital environment and a high-quality hospital experience for patients: through setting new and improved standards in the physical and built environment, through a programme of improvements to the range of support services and by fostering a strong overarching patient-focused approach.
The Trust needs to ensure that construction projects achieve value for money and are completed to a high quality in terms of workmanship, materials, construction standards and building regulation statutory compliance. This post is a key element in the capital development team which is responsible for delivering the Trusts capital programme of construction projects.
Key Result Areas & Performance:
Clerk of Works is responsible for inspecting construction work to ensure it meets statutory standards and health and safety requirements. Post holder must have extensive knowledge of Town Planning, HBN & Building Regulation legislation, maintaining a full understanding of the evolving legislation, to ensure safe and efficient implementation of the schemes developed
Responsible for inspecting construction work to ensure it meets the requirements of the construction drawings and specifications. Checking all critical stages of the project to ensure that the quality meets both the specification and the expectation of the end user.
Responsible for quality checking building materials used ensuring they meet the required health & safety standards.
Carry out assessments of building works undertaken, checking the quality of the build, identifying defects, and suggesting solutions to issues.
Monitoring project progress and escalating any issues that may affect project delivery, value, or project brief to the Associate Director of Capital Projects & Development.
Keep detailed records of each project.
To liaise with service providers and improve support services processes and policies.
During technical commissioning ensure designed objectives are met and required standards are adhered to, enabling a smooth handover in the responsibility of the operation and maintenance of the building from contractor to Trust.2.09The scale and complexity of individual projects will vary, with individual project budgets up to £30million.

Duties and Responsibilities
Quality assurance monitoring, compliance with specification, NHS standards (Health Building Notes HBNs & Health Technical Memoranda HTMs) and LGT specific standards.
Review Health & Safety compliance to include the wearing of PPE on site by all, site conditions (tidy site uncluttered), access and egress control on site and the displaying of relevant notices (including F10).
Production of weekly clerk of works reports using standard documentation electronically. Reports to be made available for the end of each week includingany relevant photographic record.
When appointed or engaged as the construction supervisor for a project, scheme or contract the issuing of instructions via the project manager where these have a monetary value.
A good sound base and understanding of the NEC3 form of contract able to operate with minor supervision/assistance. Works on the adjoining site NEC3 construction supervisor.
Working across the LGT, QEH or Community sites as required.
Liaise with contractors, programme manager, project managers, clientsinternal and external along with heads of departments as appropriate to ensure full engagement and understanding of what is being delivered a communication is maintained.
Ensure that contractors compounds and site boundaries have clear lines ofaccess and egress so as not to compromise the operation and day to day activity of the Trusts foremost clinical operations and other operational teams.
Ensure that operations by the contractor do not clash on site with other adjacent operations.
Ensure that contractors compound site set up is fully compliant with the Trusts standards to include any hoardings and signage.
Engage and assist as required with the isolations process at site level.
Witness testing is an essential part of project successful handover and the post holder will be required to attend and engage with all commissioning of services, working with project managers, engineering teams and local service providers as required.
To attend all project meetings, progress and pre-start meetings. Any non-attendance shall be informed to your line manager and a nominated team member shall represent you.
Ensure that the contractor(s) is made aware of the Trusts Management of Contractors process.
Required to visit site where you are expected to have a high level of manual dexterity and enter environments which will be confined and unpleasant due to noise and dust or working at heights.
Liaise on Health & Safety and Construction Design Management legislation procedures with Health & Safety Manager to ensure these are implemented where applicable to ensure that a consistently high standard of quality control and supervision is maintained for each project. To take into account likely conflicting demands on site relating to the above making decisions on the range of options available.
Responsible for overseeing contractor compliance with asbestos removals within project(s) and shall support the process to ensure that any asbestos removal requirements (certificates/safe disposals) relating to the project(s).
To attend design team meetings with in-house and external consulting design staff as appropriate.
To prepare schedules of defects and to certify rectification of items.
Regular attendance at CPD events as directed.
To assist the Project Manager on rectification of any quality management issues with the contractor during the defects liability period.
To assist any third-party advisers appointed by the Trust on rectification of any quality management issues during the latent defects period.
Undertake extensive surveys and audits relative to each individual project. Provide written reports on the standards of work undertaken by Contractors on Capital/Backlog schemes, monitoring project valuations and expenditure against the agreed cash flow and report any anomalies and escalate accordingly.
Contribute to the development and implementation of capital procurement policies for the Estates Service/ responsible for development of capital projects policies for organisation
