Planning, Quality & Improvement Lead the fire policy implementation and development of fire management &prevention service policy, service development, within directorate and the Trust. Oversee the annual undertaking of highly complex risk assessments anddevelopment of fire plans that need to be delivered to managers across the Trust. Oversee the conduct of a range of fire related surveys and audits. In conjunction with the wider team, monitor the provision and maintenance of firedoors, shutters, and other structures. Implement regular fire safety audits on an annual, 24-month and 36-month basis andrisk assessments for all departments, including Mental Health units, in accordancewith the Regulatory Reform (Fire Safety) Order 2005. Chair and hold regular meetings with fire team and clients/users and to address anyfire related safety issues raised.Leadership4 Lead the team and self by example modelling the Trust values and behaviours,ensuring that equality, diversity and inclusion objectives of the trust are championed,supported and implemented. Ensure that team structures and individuals employed within the various services areorganised to achieve maximum effectiveness in delivering Trust, Clinical Groups andEssentia objectives. Develop and lead a team that will drive and support high performing businessperformance based on sound and relevant data. Ensure that staff are effectively managed and developed within a performanceappraisal framework including personal development plans, to ensure an efficient,engaged and highly motivated workforce. Ensure compliance with all mandatory training and optimal completion of Trust/NHSstaff surveys. Actively promote good communication and employee engagement throughout theEssentia workforce, exemplifying the values and behaviours of the Trust and theEssentia Way. Promote effective leadership to Essentia staff, encouraging one team working andbreaking down management barriers and divisions that have developed over timeacross Essentia. Responsible for the recruitment, induction, training and development for allaccountable staff, including objective setting, motivation and appraisal, and to beresponsible for all performance issues relating to the team. Invest in the development of all directly accountable employees on an equitable basisand promote career progression. Provide visible leadership to promote a fair and just culture that ensures that Essentiais responsive to the needs of diverse staff. Ensuringthat effective action is taken as appropriate, where performance is at risk of fallingbelow expected standards. Ensure that appropriate strategies, plans, delivery and implementation frameworksare in place to ensure that an excellent environment for patient care is maintained atall times, formulating and adjusting plans and strategies in anticipation of complexenvironmental and political changes.Financial Management Ensure that services are delivered so as to achieve value for money and meet allfinancial targets. Ensure all staff comply with the Trusts financial standing instructions and financialprocedures, and work to the highest standards of probity and integrity. Responsible for departmental budgets, ensuring adherence to in year budgetspending limitations. Manage fire budget and procures physical assets; purchases assets and selectssuppliers, including the purchase of ancillary equipment & materials.Responsibility for Policy and Service Development Implement policies as required and contributes to policy and service development asa member of the Essentia leadership team, as appropriate. Identify process improvements and assignments to respond to organisational and/orpolicy changes and initiatives more effectively.Other From time to time, to provide support to Essentia colleagues undertaking other dutiesas required, which are consistent with the grade and nature of the post. The roleincludes work on special projects as they arise. Strict adherence to departmental health and safety regulations and requirements. Any other duties appropriate to the role. Requirement to work at any other site used by the Trust, partners or clients. The successful applicant will be required to work on site 4 days per week.

Skills

Essential

• Ability to analyse complex problems and to develop practical and workable solutions to address them.
• Significant in -depth knowledge, of the regulatory reform order, Firecode and HTM 05.01, managing healthcare fire safety 05.02 guidance and support of functional provision in healthcare premises.
• Fire Service training college course fire training certification. Significant understanding of the relationships between various departments in order to ensure coordination of ongoing service delivery across the Trust
• Understanding of the relationships between Facilities departments and their impact on the process of Project works and compliances
• Significant experience of development of Fire Safety Policies and Procedures.
• Practical application of fire prevention theory, and highly developed specialist detailed knowledge of building fire design and construction
• Formulation and presentation of technical reports.
• Interpretation of guidance and legislation of the fire precautions Act and NHS Fire code

Experience

Essential

• Substantial experience of operating in a senior fire safety role in an estates and facilities context
• Fully conversant with the statutory and legal requirements that impacts on building owners and occupiers.
• Demonstrate a good knowledge of budget/financial Management.
• Substantial staff management experience which will include external contractors and their effective management.
• Significant experience gained in the process to ensure legal compliance in accordance with the various Acts of Parliament and Local by-laws required under health & safety an appreciation of the intricate language of legal documents etc.

Knowledge

Essential

• Master's Degree or equivalent experience gained within Operational fire safety management
• Technical aspects of firefighting equipment. Alarm and detection systems. Structural fire precautions
• Registered with a recognised fire professional body
• The ability to understand, characteristics of fire and the science of fire prevention. Practices, guidance, and legislation concerning fire safety in relation to health care premises

Desirable

• Member of the Institute fire prevention officers / Member of the Institute fire Safety Managers
• Knowledge of technical memorandums, building notes and other NHS guidance
