Job summary

Would you like to join the small but ambitious Clinical Digital Solutions (CDS) team at NHS LPP. The CDS function aims to deliver member savings project and procurement activity as effectively as possible. This role will play a key part in providing digital oversight and knowledge to all of the NHS, in addition to improving how NHS LPP operate.

The NHS LPP Clinical Digital Solutions (CDS) team offer a service-led approach to clinical digital procurement to drive better patient care outcomes. Our team provides specialist expertise in complex, fully integrated, critical and high cost digital health and IT infrastructure solutions. We take a holistic approach to health care reform and use best in class procurement strategies to accelerate this. We embed clinical systems and IT infrastructure transformation support into our cradle to grave procurement services. We also support the NHS and wider public sector to futureproof new technology contracts and ensure additional charges and variations to contracts are limited, often achieving substantial savings on multi-million-pound contracts.

There is scope to provide consultancy services to external NHS organisations and the role also involves promotion of savings initiatives to NHS LPP members and the wider NHS. You will work as part of a team and be fully supported, however the individual in this role must be comfortable in managing projects and working independently

Main duties of the job

This role is key to continuing the development of NHS LPP's CDS teams strategy, through leading on the delivery key projects from start to finish. You will provide advice and guidance to internal colleagues on project approach, using existing and new tools available while reporting into the Senior Category Manger and Director of the CDS team.

  • Futureproof new technology contracts
  • Carry out large scale, Integrated Care System (ICS) wide spend reviews
  • Build bespoke further competition tender documentation
  • Provide relevant templates and examples to support your in-house procurement teams
  • Design tailored operational schedules for call off contract terms and conditions
  • Develop service level agreements and key performance indicators in line with best practice
  • Provide bespoke resource and dedicated consultancy support to run complex digital health and IT infrastructure procurements

About us

Please note that as an organisation NHS LPP has been hosted by Guy's & St Thomas' (GSTT) NHS Foundation Trust since 2012 and provides the legal framework and supporting services under which NHS LPP operates. However, NHS LPP is a membership organisation funded and governed by its members and not GSTT. NHS LPP staff are employed by GSTT.

NHS LPP develops and manages collaborative procurement projects on behalf of its members including acute, community and mental health trusts, as well as CCGs. NHS LPP has a number of

members outside of London. This role requires the postholder to manage collaborative procurement within the normal NHS membership but also working with other public sector bodies, advising and managing their procurement processes to deliver benefit to the wider public sector. The organisation will continue to develop as a centre of commercial excellence that delivers significant and sustainable cost and service improvements to all stakeholders primarily in the London NHS economy but also outside London.

To develop and lead a specific strategic sourcing programme for defined categories, across a number of NHS Trusts, taking the lead on specific/allocated portfolio of sourcing categories, and contributing significantly to the delivery of allocated procurement projects within key markets.

To support the Assistant Category Director and team in the delivery of cost and efficiency savings across a large number of Member Trusts, by analysing current spend information to develop procurement strategies.

To ensure contract compliance across the LPP, pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets. Whilst meeting customer requirements by demonstrating best value for money, through compliance with category priorities and contracts, and by actively managing the market place through development of key strategies for supplier and contract management.

Working with the Assistant Category Director, Categories Director and team in developing networks by providing input into appropriate LPP projects. Liaising with colleagues at all levels to ensure compliance in the use of agreed standardised and compliant products and services.

Leading on the set up and/ or working with established Product Evaluation Groups to carry out complex surveys, evaluate products and fast track product/ service rationalisation decisions. Ensures processes are in place so that effective, collaborative equipment purchases, trials, and long-term plans to allow for standardisation using evidence base and innovative practice across the health economy of the region.

To lead/ facilitate strategic LPP initiatives such as sustainable procurement, local supplier development and collaborative opportunities. To ensure that LPP is involved in local strategic partnership arrangements and regional economic forums in order to play a part in developing a sustainable and resilient health economy.

To ensure, with stakeholders and collaborative bodies, the development of further incentives to support carbon reduction in the NHS to ensure that local procurement, whole lifecycle costs and the environmental impact of financial decisions is considered by all LPP and its stakeholders in the contract evaluation process.
