Job summary

The Health Information department supports the Trust by providing high-quality information and advice in support of operational, clinical, contract and activity management, financial performance management and decision-making. The department supports both the Clinical Directorates and Corporate Departments, as well as servicing the information needs of external stakeholders. The Director of Performance and Informatics is a member of the Chief Operating Officer's management team.

The Trust is embarking on the adoption of a new EHR, due to go live in October 2023, which will substantially change the information landscape of the Trust and bring substantial benefits to Patients. The Informatics team is being shaped to make best use of that new landscape to drive effective operations and service improvement across the Trust.

Main duties of the job

The purpose of this role is to lead the development of an expert information service, that supports a timely and accurate evidence based approach to decision-making, and performance management for the Trust.

Trust lead for statutory and mandatory operational performance & activity returns, ensuring strong assurance and approval processes are in place and new requirements are supported and communicated to the trust executive team.

To work with the Clinical Groups to identify key information needed to drive the service improvement agenda and feed into improvement plans to ensure the Trust improve performance against KPIs.

The post holder will be the trust lead for operational reporting as part of the deployment of the EPIC EHR in October 23. Working with the Apollo deployment team to ensure all required external returns and internal operational reporting is developed and assured to agreed timelines.

The post-holder will manage a team of approx 24 (WTE) staff

The post-holder will be responsible for a budget of approx £1.2m.

Data management

The post holder will be the Trust lead and SME for statutory and mandatory operational performance & activity returns, ensuring strong assurance and approval processes are in place and new requirements are supported and communicated to the trust executive team.

To ensure that all Business Intelligence reports and interactive dashboards are fit for purpose and that they highlight the performance against targets, trajectories and plans and can be used to develop policy and promote service improvement.

Work with the Clinical Groups and services (corporate and clinical) to identify their reporting requirements internally and externally.

Trust lead for operational reporting as part of the deployment of the EPIC EHR in October 23. Working with the Apollo deployment team to ensure all required external returns and internal operational reporting is developed and assured to agreed timelines.

Work with the Health Informatics teams to develop reports, dashboards and scorecards which help to articulate their current performance issue and improve the quality of Trust data.

Support the Assistant Director of Health Informatics in trust negotiations with Commissioners. Areas included are:

    • Information Schedule and
    • Data Quality Improvement Plan of the SLA contract.
    • Support to operational planning process

Ensuring that the Trust develops strategies and polices to support the requirements, and any potential financial penalties associated are identified and mitigated.

They will ensure data is always accurate and available on current performance. Data is well-presented and in keeping with corporate house-style.

Provide system and data quality expertise to support senior operational staff.

Participate in forums in order to update staff on any local/national informatics issues.

Workforce

Responsible for the management of staff within the Information Delivery, (c24 WTE) and ensure that an effective and efficient information service is provided to the Trust.

Manage and develop staff, carrying out an on-going review of staff training needs and skills thereby ensuring a continuous process of skills continuing professional development.

Ensure all staff have a valid and relevant PDR in place and provide guidance and monitor the performance of staff against agreed objectives.

Responsible for supporting Deputy Heads of Service to recruit to vacant posts within the teams, managing the process from end to end, from completing the required documentation, through to chairing recruitment panels and developing induction plan for newly appointed staff.

Where additional revenue funded posts are required, develop Business Cases to support this process.

Be responsible for the health and safety of staff. Also, to identify and report on hazards/incidents within the workplace.

Financial

Have budget responsibility for the allocated Information Delivery revenue budget (aprox £1.2m) in accordance with Trust standing financial instructions.

Work effectively with finance colleagues to absorb any required budget reductions with minimal impact on workload.
