Job summary
The contract information team is looking for a contract income development manager to join us for a 1 year Fixed Term Contract or Secondment for maternity cover. The post holder will lead on key development programs including the deplyment of a new Contract Monitoring system, Assista, and a new Electronic Health Records System, EPIC.
We are looking for someone who already has expertise in the NHS data dictionary, contract monitoring, SUS, DLP requirements, HRGs and tariffs but who is also interested in working with suppliers and services to innovate and improve our contract reporting service.
Main duties of the job
Guy's and St Thomas' and Royal Brompton and Harefield Hospitals have recently merged to form one of the largest Trusts in the country. The Trust merger and expected changes to the contracting landscape means we will need to develop and align existing processes to report as a single organisation and increase our contract reporting resilience. The post-holder will be at the forefront of maintaining and implementing any changes to our contracting monitoring processes to enable the Trust to continue reporting credible, high quality information to our internal audience and commissioners.
The Trust has adopted a new Contract Monitoring system, Assista, set to go live for 22/23. We will be using the new system to report internally as well as externally to our Commissioners. A period of parallel running and reconciliation, with the old system, will be expected over the first few month to ensure a seamless transition. Furthermore, the post-holder will head up the implementation, to bring over RBH's data into Assista, in line with what has been implemented thus far for GSTT.
Additionally the Trust has started on a journey to implement a new electronic health record system (EPIC/Apollo) set to go live in April 2023. Contracting monitoring will need to continue whilst (and after) the EHR is being implemented and the post-holder will play a key role in ensuring continuity of reporting and data flows as our data sources change.

KEY RESPONSIBILITIES
Contracting monitoring system (CMS)
- Leads on the implementation of a replacement contract monitoring system (completed Spring/Summer 2022)
- Ensures that appropriate business rules are incorporated into the CMS
- Ensures that use of CMS is fully documented and that there are resilient processes in place to maintain and enhance its use
- Leads on relationship with CMS supplier during deployment and subsequent months and carries out assurance processes to ensure that the transition from the current reporting system occurs with the minimum of disruption
- Liaises with the GSTT and RBH technical teams to facilitate the flow of inputs and outputs from the CMS
- Ensures that CMS has appropriate reporting functionality and meets needs of contract income team and wider organisation
- Ensures that CMS is able to support changes to the contracting environment resulting from updates to national tariff guidance and is able to reflect these changes in internal and external reporting. An example would be reporting income under a blended payment model
External reporting of datasets
- Leads on the development of data extracts to the NHS data landing portal (DLP)
- Ensures that the Trust is able to meet the specification for DLP submissions
- Keeps up to date with any changes to DLP reporting requirements and responds to mandated and commissioner generated changes
- Develops technical solutions to enable the submission of combined GSTT and RBH extracts (from April 2021)
- Develops technical solutions to improve the reliability and time taken to make submissions, for example the use of automation or the MESH infrastructure
- Ensures that DLP and SUS submissions are kept in step to reduce commissioners challenges and to maintain the Trust reputation for excellent contract data
New data flows
- Liaises with GSTT procurement and RBH contracting team to develop a data capture and reporting process for the reporting of high cost tariff exempt devices (HCTED)
- Leads on the development of data flows for new data items eg newly agreed local activity categories, NHSE procured services with specific data requirements (genetics and PET-CT are examples)
Process improvement
- Seeks to improve processes for the capture, transfer, transformation, reporting, submission and distribution of data. There are a number of manual process where alternatives could be developed which should improve speed, accuracy and resilience
- Liaises with colleagues from other Trusts to find opportunities to improve processes for feeder processing, assurance processes, DLP submissions, internal reporting self service
EHR / EPIC implementation
The Trust has embarked on a major IT project to implement the EPIC electronic health record in Spring 2023. This is a joint implementation with RBH, after this point GSTT/RBH will be reporting from a joint EHR system
- It is very likely that data will be captured differently in EPIC compared to the current GSTT and RBH systems. The post-holder will need to ensure that Trust maintains the capability to report at the level of detail required to support contract monitoring. The post-holder will need to liaise with EHR work-stream teams to ensure that the new data structure are understood and amended as necessary
Contracting strategy
- The post holder is a key member of the team which produces commissioner proposals, responds to national tariff changes, implements Trust contracting initiatives and implements agreed data quality improvements
- The post holder in liaison with informatics, contracting and finance colleagues will compile the activity and financial schedule for commissioners. This proposal will form the basis of the Trusts overall activity and financial plan.
- The post holder will need to be aware of, and develop expertise in, the full range of technical aspects of contracting:
- Tariff changes (prices and structure)
- HRG software changes
- PSS toolkit changes
- Changes required to the provision of data (content and mechanism)
- Changes to validation rules in the Data Landing Portal
- Changes to how data quality will be assessed
- Changes to how the Trust wishes to classify activity for internal reporting purposes
- Co-ordinates the transition from reporting on one financial year to the next
- Leads the development of responses to changes in contracting rules for particular services (eg drugs and devices), including liaison with Directorates to ensure that information feeds are in place
